Under administrative direction, the 1825 Principal Administrative Analyst II plans, organizes, leads and supervises staff engaged in difficult, complex, sensitive, and detailed analytical work in the areas of budget, financial/fiscal, legislative and administrative policies.
This position will be working at San Francisco Public Utilities Commission (SFPUC) – Finance Division, as Budget Support Manager. In this position, the Budget Support Manager will be responsible for planning and organizing complex and detailed budget, analytical and systems work for an $1.2 billion biennial operating budget.
ESSENTIAL JOB DUTIES:
Plans, organizes and supervises analysts in the implementation of the biennial budget development process including the preparation and submission of all budget requests and narratives;
Manages implementation of any new systems, policies, and procedures that affect the budget;
Develops and negotiates budget proposals within the SFPUC and assists in negotiations with the Mayor's Office, Board of Supervisors, and other agencies;
Implements, monitors budget proposals and makes recommendations, and adjustments and ensures that budget changes are implemented;
Leads budget and analytical support for SFPUC departments;
Leads and supervises analysts in complex analytical work for service lines, staffing models, and the production of complex cost center budgets;
Advises division managers in budget development, monitoring, reporting and interpreting budget documents;
Performs difficult financial analysis, including expense projections, and determining the cost of various service lines within the SFPUC;
Serves as budget representative for meetings, workshops, training, and change management;
Participates in analysis of newly enacted and proposed local, state, and federal legislation policies and procedures; advises management on the impact of proposed and pending legislation;
Works collaboratively with Financial Managers to analyze expense changes from year to year and in response to requests from auditors and external agencies and participates in the development of responses and justifications
The 1825 Principal Administrative Analyst II also performs related duties as required.

Possession of a graduate degree (Master's degree or higher) from an accredited college or university AND seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B AND six (6) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
Possession of a baccalaureate degree from an accredited college or university AND eight (8) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR
Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B AND seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A.
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development and evaluation of complex management/administrative policy; complex program evaluation and planning; complex legislative analysis; or other functional areas related to the duties of positions in Class 1825, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1824 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, public policy, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1825.

Experience in developing and implementing budgets.

CCSF employees will not receive credit for experience obtained outside of their classification unless recorded in accordance with the provisions of the Civil Service Rule 110.9.1/111A.11.2.
Experience claimed in self-employment will only be accepted if supported by documents verifying income, earnings, business license and experience comparable to minimum qualifications above. Copies of income tax papers or other documents listing occupation and total earnings must be submitted.
Verification of required valid licensure/certification typically must be a photocopy of the license/certificate including the name of the issuing agency as well as the name of the license/certificate holder, license/certificate number, and expiration date.

Minimum Qualifications Supplemental Questionnaire
Applicants will be prompted to complete a Supplemental Questionnaire as part of the online application process. All applicants must complete the Supplemental Questionnaire and it must be submitted with the application by the final filing deadline. The information provided on the Supplemental Questionnaire must be consistent with the information on the application and is subject to verification. Applicant responses to the Supplemental Questionnaire will be used to assist in determining if applicants meet the minimum qualifications for the position.
Supplemental Questionnaire - (Weight: 100%)
Applicants who meet the minimum qualifications will be invited to complete a supplemental questionnaire. All applicants who meet the minimum qualifications must complete the supplemental questionnaire. The purpose of the Supplemental Questionnaire is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas.
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
The certification rule for the ranked eligible lists resulting from this examination will be Rule of Three (3) Scores. The department may administer additional position-specific selection procedures to make final hiring decisions.
As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:
