The San Francisco Department of Public Health (DPH) is accepting applications in class 1662 Patient Accounts Assistant Supervisor. The current position is located at the Community Behavioral Health Services Billing Unit.  The shift for the current position is Monday-Friday, 8 a.m. - 5 p.m.

Note: The eligible list resulting from this recruitment may be used to fill future vacancies in this class at other locations within the Department of Public Health. 

Position Description:
Under general supervision, assists in supervising the Medicare and Medi-Cal Billing Unit involved in processing healthcare claims for Substance Use Disorders (SUD) treatment services rendered by community based Civil Service and Contract Agency Clinic Providers. The essential duties include:

  • Provides immediate supervision to Drug Medi-Cal Billing staff involved in processing healthcare service claims for reimbursement by reviewing work of subordinates for complete and accurate documentation as required for claims processing.
  • Monitors accounts assigned to billing clerks, assists in resolving billing problems and complex claiming issues; preparing employee production reports and timesheets; audits system use by subordinate staff; monitors pending Medi-Cal claims, reviews system reports to identify problem areas and to ensure timely processing;
  • Assists in implementing new procedures when State and Federal laws governing billing and reimbursement change; understand relevant Medi-Cal and Medicare regulations; enforces CCSF and CBHS policies and procedures, as well as, business and fiscal office procedures related to claims processing;
  • Analyze and research Medi-Cal denials, reviews daily exception reports listing accounts and/or services for corrective actions needed; ensure accurate coding and billing compliance;
  • Assists in preparing reports for audits and external quality reviews;
  • Uses system reports to verify reasons for unbilled and unpaid services;  
  • Submit tracers, requests for approval of late claims submissions to the State Department of Health Care Services. 
  • Uses restricted system User access to make billing adjustments as needed and to approve higher level functions as required;
  • Periodically review, monitor, and report on patient accounts from Zuckerberg San Francisco General Hospital, Department of Psychiatry and from the Laguna Honda Hospital, Outpatient Behavioral Health Services Clinic;   
  • Process HIPAA electronic 837 Institutional and Professional Claims, 835 Remittance Advices files to and from the CA Department of Health Care Services (DHCS) system.  Reviews 277, 997 and SR reports received for the purpose of resolving errors and billing issues; maintains documentation in event logs for future reference and audits, performs corrective actions and follow-up needed to ensure complete and accurate claims data submissions;
  • Handles Patient Accounts Supervisor responsibilities in his or her absence.

The Patient Accounts Assistant Supervisor performs other related duties as assigned/required.

Minimum Qualifications

Experience:
Two (2) years of experience billing, claims processing and/or collecting healthcare service reimbursements or medical claims from Medi-Cal (Medicaid), Medicare, insurance, third party payors, and individual payors in a hospital, healthcare agency, or healthcare billing organization.

One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Thorough knowledge of medical claims processing procedures, including Medicare, Medicaid and insurance billing rules and requirements.
  • Knowledge of the basic principles of accounts receivables, including payments posting, adjustments and error corrections processing.  
  • Experience working with HIPAA electronic transactions and formats, including: 837, 835, 834, 820, 276, and 277; and, standard code sets such as, ICD-10, HCPCS Level 1 and Level 2, etc.        
  • Ability to explain complex policies and procedures to a wide variety of people, such as Clinic staff and patients.
  • Ability to apply billing and collections methods and procedures.
  • Ability to supervise the work of subordinate staff.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying):
Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Exam (Weight: 100%)

Candidates that meet the minimum qualifications will be emailed a Supplemental Questionnaire (SQ) Exam that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: Knowledge of medical claims processing procedures, including complex Federal Medicare, State Medicaid/Medi-Cal and Universal Billing Forms regulations applicable to hospital and mental health billing; Knowledge of the basic principles of accounts receivable, including posting of payments and application of adjustments; Knowledge of the basic principles of electronic data processing; Knowledge of billing and collections methods and procedures; Supervision; Interpersonal/Collaborative Ability; Oral Communication; Computer Ability, which includes computer and software use; and/or Written Communication.

The SQ will be emailed to the address listed on the candidates online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses can not be changed once submitted. Candidates will be evaluated based on their SQ responses. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.

A passing score must be achieved on each of the above described exams in order to be included on the confidential eligible list. After the confidential eligible list is adopted the department may administer additional selection procedures to make a final hiring decision.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. Certification:
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Conviction History

Disaster Service Workers

Note on Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a FaceFitting Respirator.
