Position Description:
The San Francisco Public Library is seeking an outgoing and motivated IS Program Analyst - Assistant to contribute to the development of responsive, accessible and secure websites, tools and databases for SFPL public and staff users. Under general direction of the 1063 IS Program Analyst - Senior, the IS Program Analyst - Assistant will support the alignment of SFPL user needs with system/technology solutions and will analyze, communicate, develop, test, deploy and support changes to SFPL websites and related technologies. The 1061 will undertake training to develop skills and function as the SharePoint subject matter expert (SME). Functions as a member of the Development Operations and Web Services team, communicating effectively orally and in writing and establishing effective working relationships with users, peers, and management.

Essential functions of the position also include:
• Creates, maintains and updates code for the library’s SharePoint CMS;
• Creates and tests workflows, searches functions to enable productivity improvements;
• Identifies user requirements, trains users and troubleshoots problems;
• Creates, maintains and updates code Drupal 8 Content Management System (CMS);
• Develops and configures back-end elements and front-end features for public and intranet websites using tools such as PHP, HTML, CSS, JavaScript and others;
• Creates test plans and performs testing; prepares documentation and instructions;
• Researches and evaluates web technologies; makes recommendations for adoptions and/or purchase of specialized tools;
• Designs and develops HTML and CSS according to the Library’s accessibility policies and W3C guidelines;
• Undertakes training and pursues skill development to gain and expand SharePoint and other technical skills;
• Performs other job-related duties as assigned.

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:
An associate degree in computer science or closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Substitution:
Experience in application or software development or programming may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- SharePoint solution and application support experience
- Experience in developing web sites using content management tools such as Drupal
- Knowledge of relational database systems such as MySQL, Microsoft SQL server
- Experience with hands-on coding, particularly CSS, HTML5, PHP and JavaScript
- Understanding of mobile and responsive web designs and solutions
- Ability to develop cross browser/platform compliant code
- Understanding of usability and accessibility (WC3) best practices
- Ability to analyze problems and recommend application of technology for solutions
- Strong communication skills, both oral and written; intense client service orientation

Selection Procedures

Supplemental Questionnaire (Qualifying):
Applicants will be prompted to complete a supplemental questionnaire as part of the online employment application. It is essential that applicants provide complete information in identifying their education, experience, training and licensure, consistent with the information provided on their application. The supplemental questionnaire will be used to evaluate whether applicants meet the minimum qualifications for this position. Applicants must also complete the official application. Qualifying applicants must complete supplemental questionnaire. The supplemental questionnaire is designed to measure the knowledge, skills and abilities required for the position 1061 IS Programmer Analyst - Assistant. All relevant experience, education and/or training must be on the supplemental questionnaire in order to be reviewed in the rating process.
The information provided on the supplemental questionnaire must be consistent with the information on the application and is subject to verification. Once submitted, applicant responses on the supplemental questionnaire cannot be changed.

Certification Rule:
The certification rule for the eligible list resulting from this examination will be Rule of Ten. The hiring department may conduct additional selection processes to make final hiring decisions.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.

Conviction History
