This is a position based test (PBT) conducted in accordance with Civil Service Rule 111A.
About the Position
DPH IT is seeking Onbase Enterprise Content Management (ECM) Business Analyst with a background in healthcare technology. Under the supervision of the DPH IT Integration and Vendor Management Director, the position will engage stakeholder groups across the SF Health Network and community based organizations in the City and County of San Francisco to help design, develop, and implement the Onbase healthcare solution along with Epic EHR integration requirements. The ideal candidate is a proactive team player and change agent who sees barriers and challenges as opportunities for innovative solutions.
In addition, The Onbase (ECM) Business Analyst will work closely with the Integration and Vendor Management Director and DPH IT PMO to help in the following areas:
Collaborate with the project team to achieve goals and complete all tasks within project schedules. This includes tasks such as requirements definition, business process analysis and mapping, fit-gap analysis, assistance with platform configuration, design and planning analysis, system testing preparation and execution, documentation, presentation development and execution, and post implementation support.
Work effectively with the business stakeholders, Epic EHR and DPH IT interface teams, to develop functional specifications of the service design and change requests. This entails coordination among multiple business and technical teams to support developing workflows, technical specifications, work queues, reports and KPIs.
Examples of Important and Essential Duties:
Manage implementation and support of OnBase application and Epic interface application development, including analysis, design, specifications and build.
Facilitate and manage requirements gathering and create documentation, as needed, for specific OnBase Enterprise Content Management (ECM) implementation and Epic Integration.
Provide support in the implementation planning, QA, and user testing of software updates and system changes
Consult on the analysis of OnBase and Epic EHR applications; troubleshoot system problems; implement solutions.
Troubleshoot and resolve OnBase ECM software and infrastructure incidents and problems.
Develop Basic understanding Enterprise content Management of OnBase design and development principles as they relate to workflow, unity forms, integration scripts, database integration, HL7 implementation and Epic integration.
Coordinate various interface-specific tasks and activities like testing, build, go live planning, engaging subject matter experts, vendors, and interface engine developers.
Provide daily application and Epic Integration support of OnBase ECM implementation through managing system configuration, operations, incidents and issue resolution.
Understand the roles and purposes of the interface engine(s) and HL7 interfaces. Prioritize and troubleshoot multiple simultaneous interface incidents and problems. Document procedures and interfaces for operations staff and help desk staff.
Apply analytic skills to use and learn computer programs/systems tools employed in enterprise Content Management OnBase application and integration with Epic EHR.
Coordinate with OnBase vendor and consultants to complete projects and service requests; define, assign and evaluate their work.
Work closely with vendor's support staff to identify and troubleshoot very stubborn and elusive problems.
Educate vendor support staff about our clinical and financial environment and applications. Anticipate hardware/software needs of the various Applications group and document recommendations to Leadership and end-users.
The position will work with a team of information technology business analysts and programmers responsible for installation, monitoring, troubleshooting and resolving problems utilizing a variety of tools and applications which may be unique to individual systems.

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

The certification rule for the eligible list resulting from this examination will be Rule of Three (3) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. Note on Electronic Health Record (EHR): The Department of Public Health (DPH) is implementing a unified Electronic Health Record (EHR) system and DPH employees must demonstrate competency in the use of the system that is appropriate for their classification as a condition of employment.
Note on Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
