Position Description
Under the general direction of the Manager, Programs and Project Management, this position will be responsible for working closely with the Business in managing business requirements solicitation, Use Case development and process workflow engineering as related to application development. This position is also responsible for solutions prototype creation, solution analysis and recommendation. The position will serve as a primary IT business analyst, product owner and business advocate. The position will be responsible for managing and supporting multiple product channels and serving as a product solutions engineer and Business Relationship Manager.  

This position will also be responsible for ITSM tool configuration and administration.

Responsibilities will include solution needs, costs and feasibility analysis, including technology and software assessment, project planning and management, system testing and conversion to production.

The essential functions of this position include:

  • Conducts solicitation, analysis and documentation of project stakeholder and end user business requirements.
  • Performs analysis, recommendation and communication of technical solutions options to address business requirements.
  • Provides user administration, configuration and development of Service Now as an enterprise user portal.
  • Serves as technical business product owner and advocate.
  • Conducts development and engineering of Business product solutions.
  • Administers the Enterprise wide ITSM business applications and tools.
  • Develops business Use Cases and User Stories based on project requirements.
  • Performs analysis, development and engineering of process workflow as related to application development.
  • Conducts development of project tasks, task management and delivery.
  • Communicates business requirements to internal technical teams.
  • Develops application and product prototypes for the business and IT.
  • Interfaces with the Quality Assurance group to create and validate system testing plans.
  • Performs facilitation of application changes within the Change Management process.
  • Acts as a technical liaison and BRM between IT and selected business stakeholders.
  • Responds quickly and proactively to resolve problem situations; effectively escalates issues as required.
  • Ensures effective communication between management, customers/users, and if applicable – external consultants.
  • Coordinates multi-vendor support for the technical and administrative resolution of problems.
  • Ensures turnover and support documentation is developed, implemented and managed through the life of the project.
  • Completes other assigned tasks based on new priorities and/or other ITT management needs.
  • Performs related duties as assigned.

Working Conditions
Essential duties require the following physical skills and work environment: Ability to work in a standard office environment which may involve prolonged sitting, bending and operation of typing, word processing and other office equipment; and ability to work evening meetings. 

Minimum Qualifications

Education
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience
Three (3) years of recent and verifiable experience as a Business Analyst, product owner, product solutions analyst and Business Relationship Manager, including business requirements solicitation, use case development and process workflow engineering as related to application development; AND   

Three (3) years of recent and verifiable experience in an enterprise application development environment including business process mapping with traceability and gap analysis; AND    

Three (3) years of recent and verifiable experience as an ITSM system administrator.  

**Please note: The three (3) years of experience requirement must be obtained within the last five (5) years.**

Substitution
Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Additional Requirement
In addition to meeting the minimum qualifications, this position requires sufficient strength and coordination of lifting, pushing, pulling and/or carrying the 35 Lbs. weight of computer systems equipment.  It also requires bending, stooping and/or crawling in order to install or repair computer systems hardware (TST029).  

The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this classification.

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Four (4) years recent and verifiable experience providing lead administration, release management, configuration and portal development for Service Now in an Enterprise environment.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures

Training & Experience Evaluation (Weight 100%)
Candidates will be prompted to complete the Supplemental Application that must be submitted during the online application process. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas, which may include but not limited to:

  • Knowledge of requirements installation procedures, hardware, software and maintenance of systems
  • Knowledge of electronic data processing methods, interactive or macro-based applications, functional requirements, structured systems or procedure analysis
  • Knowledge of personal computer applications development tools, system analysis and design, coding, testing and implementing complex programs
  • Knowledge of script/procedure languages, common operating systems software and relational database systems and network environments
  • Ability to communicate effectively both orally and in writing
  • Ability to establish and maintain good working relations with department personnel, staff, vendors, peers and management
  • Ability to understand and learn a variety of business procedures and processes
  • Ability to use logic and analysis to solve computer and systems problems
  • Ability to translate functional requirements into systems specifications
  • Ability to analyze data and information using established criteria, in order to determine consequences and to identify and select alternatives
  • Ability to advise and provide interpretation to others how to apply policies, procedures and standards to specific situations

Transportation Security Administration (TSA) Security Clearance Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Certification Rule
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List
A confidential eligible list with names of candidates who have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so candidates can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of candidates on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once that eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be three months, and may be extended with the approval of the Human Resources Director.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers
