ABOUT US
Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America.  San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park.  Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our Department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course. The department manages an annual budget in excess of $230 million. 
 
THE OPPORTUNITY
Technology’s role in helping our organization pursue its vision and fulfill its mission grows more important by the day. Operating within the world’s hub for technology and innovation, the San Francisco Recreation and Park Department (RPD) strives to be the most technologically robust parks organization in America.  Our existing information technology (IT) portfolio includes integrated technology platforms, team collaboration software, public facing web and mobile applications; recreation and property management software; RPD’s intranet website; and physical asset management & automation systems.
 
As the leader of RPD’s IT division, the Chief Information Officer (CIO) will leverage his or her individual expertise with the resources of Silicon Valley to position the department as a premier innovator in the application of technology to parks and recreation services and operations.  The CIO will work collaboratively with management, administration, and direct service providers throughout the organization to update and modernize existing systems while brainstorming new and innovative ways to enhance the experiences of park visitors and recreation program participants.  Four fundamental principles will guide this role: putting the needs of park visitors and recreation users first, focusing on delivery and outcomes over process, promoting an agile and data driven culture, and making department program services accessible to everyone. It’s a challenging role that comes with the satisfaction of knowing your contributions will make immediate, lasting community impacts.
 
This CIO will be directly supervised by the Director of Administration and Finance but will be part of the General Manager’s Executive Team with reporting responsibility to the General Manager on matters relating to vision and policy.  The position will directly supervise and or have oversight for three divisions with 15 FTE’s: Strategic Planning & Performance Measurement, Information Technology, and Infrastructure Management & Automation Systems and will support the Capital and Planning Division.
 
ESSENTIAL FUNCTIONS 
The Chief Information Officer’s essential duties will include but not be limited to:
  • Aligning IT with the Department's strategic goals and objectives through the development and implementation of an IT strategic plan that supports the Recreation and Park Department’s Strategic Plan
  • Oversight and coordination through subordinates of the management of information technology systems, IT projects, desktop and IT customer support operations and data reporting and analytics functions
  • Positioning the Department as a leader in the application of technology to facilities and physical infrastructure management, including the application of Internet of Things (IoT) technologies
  • Oversight and coordination through subordinates of the Department’s infrastructure management and automation systems
  • Building and maintaining relationships with the technology industry to position the Department as a premier innovator in the application of technology to the provision of recreational services and parks management
  • Providing high-quality technology consulting service to managers and project teams
  • Identifying and prioritizing technology investments, advocating and marshaling for the resources necessary to deliver them in the most efficient manner
  • Defining technical requirements for the procurement of vended hardware and software systems and applications
  • Serving as the Department's technical liaison to software and hardware vendors, consultants, and partners
  • Representing the Department and promoting its interests to inter-agency committees and working groups
  • Supervising, guiding, and developing technical staff. Identify learning and training opportunities to keep staff updated with current technological skills and trends
  • Developing and implementing procedures and controls to maintain smooth, effective, and secure systems operations that remain compliant with administrative, legal, and regulatory requirements / Serving in a leadership role within the City of San Francisco and at the State and Federal levels when necessary in the development and advocacy for administrative, legal, and regulatory requirements that promote the Department’s interest in being a national leader in the application of technology to parks and recreation services.
  • Preparing Requests for Information (RFIs) and Requests for Proposals (RFPs) for hardware and software systems and applications
  • Managing division leads and by extension their teams through performance goal-setting and performance appraisals

Minimum Qualifications

1. Bachelor degree from an accredited college or university in computer science, engineering or other related field;
AND
 
2. Six (6) years of managerial experience, of which all must include supervisory within a technology organization, performing formal project management duties for major projects and/or functional groups.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
  • Masters degree in Business/Public Administration, Computer Science/technology preferred
  • Experience managing the implementation of a wide array of new technologies/systems
  • Experience in a public agency environment
  • Extensive project management experience
  • Solid background in change-management
  • Fluidity with multiple programming languages including: SQL, HTML, CSS, JavaScript, Python, JSON
  • Knowledge of multiple IT software platforms including CRM, ERP and CMS; financial and Point-of-sale systems and asset management systems
  • Superior oral communications abilities to present information to stakeholders with varying degrees of technical knowledge

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 50%)Candidates meeting the minimum qualifications will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. A passing score must be achieved on the Management Test Battery to continue in the selection process.

This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire Evaluation (Weight: 50%):  Candidates that achieve a passing score on the Management Test Battery, will be emailed a Supplemental Questionnaire.  Qualifying candidates will be required to respond to the essay type questions on the Supplemental Questionnaire in the time frame indicated, and submit their answers as directed.  Specific information regarding the Supplemental Questionnaire will be provided at a later time.  The questions contained in the supplemental questionnaire have been designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of established IT project management methodologies and tools; IT procurement including RFPs and contract negotiation; technical knowledge; organizational change management principles and  models.

Candidates will be ranked on the eligible list based on the scores received on the Management Test Battery and Supplemental Questionnaire Evaluation. Candidates must achieve a passing score on all components of the selection procedures to be placed on the eligible list.

A passing score must be achieved in all test components listed above in order to be placed on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score. 

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.   After the eligible list is finalized/adopted: The department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). 

Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.

Date of Examination: Those applicants meeting the Minimum Qualifications will be notified of the exact date, time and location to report to the examination.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Conclusion

Eligible List/Score Report:  A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
