Who We Are
The Office of the Assessor-Recorder ("ASR") is responsible for carrying out property tax-related functions governed by the State Constitution and State and local laws. Our core responsibilities include locating all taxable property in the City and County of San Francisco, identifying ownership, establishing a taxable value, and applying all legal exemptions. Property broadly includes both real property and personal property owned by businesses. The Office of the Assessor-Recorder is also responsible for recording documents and maintaining those public records. Over 400 different types of documents are recorded annually, including deeds of trust, reconveyances, liens, and public marriage licenses. The Office is also responsible for collecting any transfer tax due upon a change in property ownership. The Office of the Assessor-Recorder strives to conduct out work with the core principals of professionalism and integrity.
What We Do
Heightened activity in the real estate and business markets means increased demand for the work of our Office. Every year, property tax revenue remains the largest single source of funding for the City’s General Fund revenue, representing close to $2 Billion in Fiscal Year 2017-18. This revenue funds crucial services like public safety, education, neighborhood improvements, and health and family support services. Through the dedicated work of the Assessor-Recorder staff, the City experienced an 11% increase in the local assessment roll compared to the previous year, representing a cumulative value of over $256 Billion and generating over $3 billion dollars in local revenues. This is due in part to strong growth in the real estate market, additional construction across San Francisco, and our office’s efforts in increasing efficiency. In recent years, we have taken significant steps toward modernizing our operations, including launching a new information management system to create a better, more convenient way of managing our close to 300,000 property files and documents and to safeguard our information. We have also started a multi-year, multi-organization effort aimed at modernizing City-wide property tax systems. Meanwhile, our core values continue to drive our efforts to improve customer service.
What We’re Looking For
Under the direction of the Manager of Real Property, the 0931 Chief of Standards will oversee the Assessor-Recorder Standards, Mapping, Possessory Interest, and Office Assistance teams. The Chief of Standards will be responsible for supervising and coaching multiple staff, including Principal and Senior Real Property Appraisers, Analysts, and Office Assistants. The Chief of Standards will direct the creation and implementation of high quality training programs, tools, policies, and procedural documentation. This position will also be responsible for the continuous improvement of the Assessor’s Mapping section and identifying and procuring new technical resources. Additionally, this position will provide leadership and subject matter expertise in a wide array of critical, high profile undertakings including large development projects and the new Property Assessment and Taxation System design and implementation.
Essential duties and tasks required to be performed by the incumbent include, but are not limited to:
1. Manage the work of multiple Real Property teams and staff including Standards, Mapping, Possessory Interest, and Office Assistants.
2. Supervise and coach Principal Appraisers, Senior Appraisers, Analysts, and Office Assistants in their work.
3. Plan, coordinate, and monitor performance and determine resource allocation.
4. Provide direction, guidance and supervision of staff; work with Human Resources to resolve performance or conduct issues.
5. Direct the creation and implementation of high quality training programs, tools and procedural documentation; Plan and direct roll-out of business practice changes and new initiatives. Work with all levels of staff in development and evaluation of new policies, training, and tools.
6. Ensure staff produce appraisal materials that conform to the Revenue and Taxation Code, Property Tax Rules, Board of Equalization Letters to Assessors, Property Tax Annotations, and generally accepted appraisal practices.
7. Direct and continuously improve Mapping section; Develop policies and procedures to effectively and efficiently process ASR block maps, Parcel Management, and large development subdivision coordination.
8. Discover and utilize new technologies to improve ASR ability to provide proper Assessor Maps to the Public; Develop strong working relationships with other City Departments that utilize ASR maps and data.
9. Direct technical implementation of ASR GIS parcel layer, including contracting with DT and supervision of mapping specialists.
10. Delegate Standards staff to oversee large development projects during their infrastructure period; Work collaboratively with stakeholders at all levels to promote understanding of Assessor policies, practices, and the Revenue and Taxation code.
11. Manage and direct continuous improvement of the ASR Possessory Interest Program; Coach Principal and Appraisers to implement plan to discover and accurately value all taxable Possessory Interests.
12. Guide and coach Office Assistant Supervisor to successfully manage information request processes, Appeals support, Permit screening, and other essential clerical support functions.
13. Develop strategies to identify and solve issues with ASR data; Work with analysts to create reports to monitor and clean data on an on-going basis.
14. Create processes and reports to continuously monitor adherence to ASR Standards of appraisal and quality.
15. Provide leadership and subject matter expertise in the development of the new Property Assessment and Taxation System; Guide Standards team to revise and develop training, documentation, and change management processes for the new system to benefit of the Real Property Division.
Education: Requires a baccalaureate degree from an accredited college or university.
Experience: Five (5) years of experience appraising real property in a County Assessor’s Office and/or as a fee, institutional, or government appraiser, including two (2) years appraising income-producing residential, commercial and industrial properties, and including three (3) years of experience supervising professional Real Property appraisers.
License and Certification: Possession of a valid California driver license.
Eligibility for certification from the California State Board of Equalization as an appraiser for property tax purposes. In accordance with the California State Board of Equalization, appointees to this class must possess or obtain permanent certification as an appraiser for property tax purposes, within one (1) year of appointment, and must maintain certification as a condition of continued employment.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 6 months, and may be extended with the approval of the Human Resources Director.

The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).
