This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.

General Job Description: The Finance Director reports to the Chief Financial Officer (CFO) at Laguna Honda Hospital and Rehabilitation Center (LHH). The incumbent in this position is responsible for accounting and budget functions for LHH, Community Primary Care (CPC), and Health at Home (HAH) divisions under San Francisco Department of Public Health (DPH). The responsible areas involve more than $400 million of annual operating budget and more than $100 million in capital projects. Essential duties include financial reporting and auditing, financial analysis, budget development and management, performance monitoring, decision support and process improvement. This position serves as a member of the LHH leadership forum team and Primary Care management team, and works closely with hospital department heads, CPC operation and program directors, and other divisions throughout the department.

The essential job functions include but are not limited to the following:

  • Reports to LHH Chief Financial Officer and advises the LHH Executive Administrator, Primary Care Director, Health at Home Director, and other executive management staff on the financial aspects of the three DPH divisions.
  • Oversees the preparation and presentation of annual budget reports and quarterly/annual financial status reports to the Department of Public Health’s Executive Administration, City and County of San Francisco’s Controller, Mayor’s Budget Office and the Board of Supervisors.
  • Oversees the annual year-end close, financial audit and preparation of City’s Comprehensive Annual Financial Report (CAFR) and audit of various financial statements.
  • Supervises accounting and budget staff in performance of complex financial analysis, budget functions, performance monitoring, fiscal reporting, accounting, auditing, internal control, and contract management responsibilities.
  • Leads and oversees accounting and budget staff in implementing key financial strategic initiatives and Lean process improvement including metric and dashboard development and data governance to adopt changes or improve workflow.
  • Assists CFO in the hiring and training of 25-30 accounting and finance staff, and provides leadership, mentorship and guidance for staff development.
  • Coordinates complex financial analyses to support program and executive level staff decision making for the three divisions (LHH, CPC, and HAH) within the department.
  • Works closely with DPH Budget Director, the Mayor’s Office, the Board’s Budget and Legislative Analyst’s Office, the Controller’s Office, as well as the Budget and Finance Directors of a wide range of partner agencies. to negotiate budgets and provide technical support, when needed.
  • Assists CFO in resolving complex, and often sensitive financial issues and problems, and to provide strategic and tactical financial advice to agency executives.

The 0931 Manager III, Finance Director, also performs other related duties as assigned.

Compensation and Benefits:
The normal annual salary range is $120,588 – $153,920. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.

Minimum Qualifications

  1. Possession of a Bachelor’s degree from an accredited college or university; AND
  2. Five (5) years (equivalent to 10,000 hours) of progressively responsible accounting, financial management, or budget management experience. Qualifying experience must also include three (3) years (equivalent to 6,000 hours) of experience supervising budget, finance or accounting professionals.

  • Possession of a Master’s degree in Accounting, Finance, Public Administration, Business Administration or related field from an accredited college or university.
  • Financial management or budget management experience in a healthcare environment, specifically at a large public or nonprofit agency.
  • Experience developing and managing a large and complex agency budget spanning multiple departments, divisions and programs.
  • Knowledge of governmental accounting, budget and financial best practices.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying):
Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Management Test Battery (Weight: 50%):

A passing score must be achieved on the Management Test Battery in order to continue in the selection process.

This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

The Supplemental Questionnaire Evaluation is designed to measure knowledge, skills, and/or abilities in job-related areas which may include, but not be limited to:

  • Technical Knowledge: Knowledge of accounting and financial analysis, including knowledge of governmental accounting, budget management, and knowledge of federal, state and local healthcare regulations.
  • Administrative Knowledge: Ability to plan, formulate and execute policies and provide clear documentation. Knowledge of principles and practices of management, administration, budgeting, training and personnel management.
  • Analysis/Decision-Making Ability: Ability to break down complex problems into their essential components, determine the relationships of the components, and effectively resolve the problem.

  • Computer Ability: Ability to use a computer and software for email, word processing, spreadsheets, presentations such as Microsoft Office Suite. This also includes the ability to use accounting and electronic health record systems.

In order to be ranked on an eligible list, qualified applicants must achieve a passing score on both examination components. Successful applicants will be placed on an eligible list, in rank order, according to their final score.

After the eligible list is finalized/adopted:

  • The department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.).
  • Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.

Certification Rule: The certification rule used for the eligible list resulting from this selection procedure will be Rule of the List. Additional position-specific selection mechanisms may be conducted by the hiring department prior to making final hiring decisions.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
