This is a Position Based Test conducted in accordance with Civil Service Rule 111A.
Under general administrative direction of the Finance Director, the 0923 Manager II will serve as the Accounting Manager for the Department of Technology. The Accounting Manager will have oversight for all the accounting activities and resources within the department’s finance/accounting unit.
The selected candidate will work to manage and improve the overall accounting and workorder recovery processes of the Department in order to ensure the Department’s compliance with GAAP and City’s accounting guidelines and procedures. The selected candidate’s scope of responsibility and overview will include, but is not limited to the Department’s accounting activities and transactions including general ledger, accounts payable, accounts receivable and financial reporting.
Essential functions of this job code include:
1. Manages programs, operational activities, or projects of assigned section or program area; supervise, trains and evaluates the activities of personnel and/or coordinates and monitors the work of consultants and contractors working for the department; works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the division.
2. Monitors the work of and coaches subordinates to improve performance.
3. Evaluates procedures, identifies and analyzes problems and issues and may implement and document new procedures of the assigned section/program.
4. Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives.
5. Coordinates monthly or year-end accounting activities, monitors expenditures and financial reporting for assigned section; prepares reports, memoranda, and correspondence; and maintains statistical records. Implements and closely monitors budget expenditures; provides executive management with an early warning and practical options to potential cost overruns.
6. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.
7. Assists in developing and implementing operational policies to ensure the efficient operation of section or program.
8. Oversees the monthly billing process to ensure timely recoveries or revenues for the Department.
9. Manages overall reconciliations of accounts, general ledgers, and other ad-hoc analysis
10. Creates monthly and yearly analysis reports for both internal and external references.
11. Will be the Point of Contact for any and all financial audits
12. May act as the Department representative in meetings with external entities, including other City departments and agencies.
13. Perform related duties as required.
Nature of Work:
This position may require the incumbent to be available after hours, 7 days a week including holidays, to respond to emergency requests and issues.
1. Possession of an Baccalaureate Degree in accounting or a closely related field from an accredited college or university; AND
2.Five (5) years of supervising/managing experience in accounting or a closely related field
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Master’s degree in Business with an emphasis in Finance and/or Accounting
- Knowledge of the City’s financial systems (FAMIS and ADPICS)
- Strong analytical skills
- Exposure to all areas of accounting including the development of financial reports

Please note: this examination is only held in San Francisco. A passing score must be achieved on the Supervisory Test Battery to continue in the selection process.
This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Training and Experience Evaluation: (Weight 50%)
Applicants will be prompted to complete the Supplemental Application that must be submitted during the online application process. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas, which may include but be not limited to: knowledge of accounting and finance, supervisory ability, interpersonal skills, and communication ability. All statements made on the application materials are subject to verification. Only those applicants who pass the Supervisory Written Examination will receive a score on the Training and Experience Evaluation.
