Position Description
Under administrative direction, the Terminal Systems Assistant Manager is responsible for ensuring that Airport-owned Terminal Systems equipment such as Baggage Handling Systems (BHS), Passenger Boarding Bridges (PBB), PBB Accessories, Aircraft Visual Docking Guidance Systems, and other shared-use equipment is operating and maintained in a safe and efficient manner through evaluations and inspections. This position will ensure contract compliance by evaluating work completed by contractors and will track how systems are maintained by its users. Additional functions of the position include: compiling specifications for repair work to be done on equipment by outside contractors; conferring with contractors on new installations to become familiar with the equipment; training operators and contractors on the safe operation of PBBs; enforcing the policy and procedures related to the maintenance and repair of various machinery; maintaining and/or establishing relationships with contract service providers and federal agencies; reviewing plans for new Baggage Handling Systems and Passenger Boarding Bridges that will meet stakeholder needs; providing guidance for future maintenance of these systems/equipment; managing the integration of appropriate technology for baggage tracking and screening in a shared-use environment; coordinating and monitoring the work of consultants and contractors; assisting in the evaluation and implementation of goals, responsibilities, policies and procedures; managing contracts pertaining to the use, maintenance, upkeep and condition of Airport equipment; ensuring compliance with Airport rules and standards.

The essential functions of this position include:

  • Verifies maintenance and repair work performed by contractor on Airport-owned equipment (e.g., BHS and PBB).
  • Works with Terminal Systems management to evaluate and implement Airport and original equipment manufacturer maintenance requirements.
  • Monitors contractor and airline compliance with operational and maintenance requirements.
  • Conducts inspections, develops and prepares evaluation reports for BHS, PBBs, and other Airport-owned equipment.
  • Assists in developing and implementing operational policies, and ensures effective operation of section/program.
  • Maintains records, manuals, and incident reports associated with Airport-owned systems (e.g., PBB, Accessories, BHS).
  • Develops and maintains training and authorization program for operating Airport-owned PBB and PBB accessories.
  • Develops and maintains baggage hygiene program for Airport-owned systems.
  • Performs other related duties as assigned.

Minimum Qualifications

Education
Possession of a baccalaureate degree from an accredited college or university.

Experience
Three (3) years of professional experience in aviation operations, airport facilities operations, and/or airport common use systems coordination, including at least one (1) year of establishing and/or managing large, complex contracts.

License and Certification
Possession of a valid California driver’s license (must be obtained prior to appointment).

Substitution
Education Substitution: Additional qualifying full-time experience as described above may substitute for the required education on a year-for-year basis. One year equals thirty (30) semester units or forty-five (45) quarter units.

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Excellent oral and written communication skills.
  • Experience interpreting airport rules and regulations pertaining to airport operations, including Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) regulations.
  • Experience with airline related systems, such as gate and facilities management systems, Passenger Boarding Bridges (PBB), and Baggage Handling Systems (BHS).
  • Experience developing and implementing quality control processes for the evaluating of maintenance work associated with Baggage handling systems and Passenger Boarding Bridges.
  • Experience interpreting, evaluating and implementing contractual requirements.
  • Knowledge of mechanical systems and controls.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures

Basic Supervisory Exam (Weight 40%)
Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g., directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation) as well as customer service and reading comprehension.

The Basic Supervisory Exam will be administered either on a computer or in paper format, depending on the size of the qualified applicant pool. Qualified applicants will be notified of the exam format in their exam appointment notification.

A passing score must be achieved on the Basic Supervisory Exam in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire Evaluation (Weight 60%)
Applicants who achieve a passing score on the Basic Supervisory Exam will be sent a Supplemental Questionnaire designed to measure the knowledge, skills and/or abilities in job-related areas required for the position which may include but not be limited to the following: 

  • Thorough knowledge of airport rules and regulations including all Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) regulations pertaining to administrative and operational structures and methods of governmental and other regulations that pertain to airport operations
  • General knowledge of information technology applications and integrated systems at airports
  • General knowledge of common use airline related systems including but not limited to: aircraft gate management, passenger processing, baggage processing, common use systems interface, computer allocation systems, Passenger Boarding Bridges (PBB), and flight information displays
  • General knowledge of airport Baggage Handling Systems (BHS) controls and system design
  • Ability to effectively coordinate staff and/or contractors, including planning, prioritizing, training, and scheduling
  • Ability to research, identify problems, and make recommendations to resolve complex problems
  • Ability to deal tactfully and effectively with all levels of personnel, including senior management staff, contractors, vendors, and the general public
  • Ability to provide work-related information verbally to individuals and groups in a clear, well-organized and concise manner
  • Ability to prepare clear, accurate, logical and complex documents such as reports, memos, correspondence, and statistical data
  • Ability to listen, ask relevant questions, effectively elicit information, and be able to give oral presentations to all levels of personnel, including senior management staff
  • Ability to coordinate, administer, and monitor budgets and financial expenditures to provide executive management with an early warning and practical options to potential cost overruns
  • Ability to design audit or system evaluation procedures

 
A passing score on both the Supervisory Test Battery and the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List.

Transportation Security Administration (TSA) Security Clearance
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance
This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

Certification Rule
The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List
A confidential eligible list with names of candidates who have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so interested parties can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of candidates on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once that eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.
