Introduction

Position Information: Deputy Probation Officers perform professional level work in the supervision and investigation of probationers and perform related duties as required.  The essential functions include: conducts general and pre-sentence investigations; investigates petitions; prepares various reports using a computer including those for early termination or reduction of charges; makes arrests; prepares recommendations and assists the courts in detention and sentencing decisions; prepares presentence investigations and motions to revoke; supervises and counsels probationers using evidence based practices, including motivational interviewing and prepares risk assessments of probationers to assist in complying with court orders, educational and vocational services, substance abuse treatment programs, family counseling, and other rehabilitative programs to address criminogenic needs; performs intensive casework management which includes entry and maintenance of related data; serves as liaison between court, community-based agencies, law enforcement and government agencies; represents the department at commissions, court hearings, community agencies as required; assists in training of new and reassigned officers; may serve as back-up supervisor as needed; performs a variety of specialized assignments.

Working Conditions:  Employees may be required to work nights, weekends and/or holidays, and/or to work at a community-based location including an office in the Bayview, Community Assessment Service Center and departmentally assigned locations. A shift differential for work performed on designated evening and night shifts will be available in accordance with the current related Memorandum of Understanding agreement. 

 

Positions at Adult Probation may be required to carry a firearm and successfully complete all pertinent and mandatory training.

 

Ethical conduct is expected at all times. Off duty conduct may impact employment status. Employees must also conform to all other requirements necessary to hold and maintain peace officer status pursuant to the California Government Code.

The eligible lists resulting from this selection process will be used to fill vacancies at both the Adult Probation Department and the Juvenile Probation Department.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

  • Interviews, investigates and supervises juvenile and adult offenders including cases which may entail severe personality and emotional disorders, dangerously aggressive behavior, aggravated offenses; interviews offenders, law enforcement officers, government agencies, employers, victims, family, relatives, acquaintances, and others in order to evaluate the nature of the violation, extent of responsibility, attitude, plans and other related information; interacts with workers from other agencies in cases of mutual interest; investigates personal background, family history, education, employment and financial status; visits homes, schools, employers, churches, neighborhoods, recreational areas and other places to obtain pertinent social and economic background information; prepares and submits case findings requiring reports with recommendations for unit supervisor’s approval; may represent department in court; records disposition and conditions of probation, interviews probationers about installment payments of court imposed fines, restitution and child support.
  • Appears in court as needed and represents the department in matters involving probation decisions and questions raised by the court, district attorney or the defendant’s attorney; submits supplemental information as required; calendars and presents motions to extend, revoke, modify and terminate probation.
  • Assists in the training of new or reassigned officers and may act as backup supervisor.
  • May represent the department at community group meetings concerned with the operations of policies of the probation department; may prepare special reports and deliver lectures on the causes and extent of anti-social behavior and the methods employed in evaluating and rehabilitating offenders.
  • Discusses the nature and conditions of probation with probationers and respondents; counsels and advises probationers and refers them to agencies and organizations dealing with specialized social, emotional or legal problems; evaluates probationers’ progress in compliance with court orders and prepares periodic reports and recommendations; discusses revocation action, case progress and case termination with supervisor, answers questions from courts, other departments and community organizations regarding the status and progress of probationers.
  • Serves as liaison between the probation department and the courts, Department of Human Services, Sheriff's Department, California State Department of Corrections and other agencies; confers with other staff members on casework techniques and special problems; maintains contacts with various employment related agencies; interviews applicants for programs and determines eligibility; supervises probationers during their enrollment in programs; and prepares and maintains reports and records.
  • Investigates complaints of habitually beyond control behavior; interviews parents, relatives, religious leaders, social workers and the child to evaluate the complaints and determine their validity and I seriousness; provides counseling and casework service to the parents and children to effect the social rehabilitation of the family; prepares progress reports and discusses advisability of referral of family to other agencies, discusses placement of children in foster homes or institutions and determination of probation; arranges for placement of children in foster homes and counsels children and foster parents; maintains periodic contact to assess conditions of homes and children’s progress.
  • Reviews, recommends, files and executes petitions for the sealing of former Juvenile Court records; interviews applicant and checks all pertinent records to determine if rehabilitation has been attained; notifies all affected agencies of the Superior Court decree and order; files step-parent adoption reports and records with the Superior Court; interviews the child’s birth parents, step-parents, attorneys and others; witnesses and executes all necessary documents to complete the adoption procedures.
  • Participates in specialized assignments including but not limited to gang and drug abatement, sex crimes, serious/habitual offenders, multiple agency task force, field enforcement and community liaison.
  • Performs related duties as required.

    Minimum Qualifications

    1. Possession of a baccalaureate degree from an accredited college or university

        with major course work in the Social and Behavioral Sciences or a closely related

        field; AND
    2. Possession of a valid class C driver license; AND
    3. Must be a citizen of the United States, or a permanent resident alien who is eligible

        for and who has applied for citizenship at least one (1) year prior to filing; AND
    4. Must be a minimum of 18 years of age prior to appointment.

    Notes: 
    a) A copy of a college degree and/or transcript(s) will be required prior to appointment.

    b) A copy of the driver license will be required prior to appointment.  The candidate must possess a good driving record which is defined as not having had the driving privilege suspended, revoked or been placed on probation by the DMV for a cause involving the safe operation of a motor vehicle within the preceding three (3) years. Violations will be reviewed on an individual basis and may be cause for non-selection, or disciplinary action if employed. A Motor Vehicle Record (MVR) must be presented as part of the background investigation. This printout is available from any DMV office for a fee.

    c) The candidate must be a US citizen at the time of appointment. Candidates who have filed for, but not yet received, U.S. citizenship will be placed under waiver pending proof of citizenship.

    d) Prior to appointment, background investigation and medical screening will be required.  Applicants with a felony conviction within this state, federal jurisdiction and/or outside California that would be considered a felony within this state will be disqualified.

    e) Experience working with children and/or adults in a correctional or institutional setting, or in a clinical/case management setting, is highly preferred.

    f) Deputy Probation Officer appointees must complete the required core training (approximately 200 hours-located offsite) certified by the Standards and Training for Corrections (STC) program within one year from the date appointed.

    g) Deputy Probation Officer employees must complete 40 hours of PC 832 Arrest, Search and Seizure training during the first year of appointment.

    h) Appointees will be required to complete state-mandated training requirements, as defined by Standards and Training for Corrections (STC). 

    i) May be required to complete Prison Rape Elimination Act (PREA) training.

    Selection Procedures

    Written Examination - Probation Officer
    [California Board of State and Community Corrections exam]: (Weight: 100%) 

    Candidates will participate in a written multiple-choice examination designed by the State of California to determine their relative knowledge, skill and ability levels in job related areas, including but not limited to:  problem solving, reading comprehension, written communication ability, and work attitudes.  Please see the California Board of State and Community Corrections website to view the Candidate Orientation Booklet by clicking on the link:

    This is a standardized written multiple-choice examination and, therefore, test questions and test answers are not available for public inspection or review.

    Departmental Selection Process Background Investigation: (Pass/Fail)
    Prior to appointment, each candidate’s background will be reviewed to determine his/her fitness for this position. Employees in this classification are peace officers and must meet P.O.S.T. (Peace Officer Standards & Training) standards and comply with laws applicable to peace officer positions. Applicants will be required to complete a lengthy P.O.S.T. personal history statement and submit to a polygraph and/or psychological examination, medical screening, and drug screening.

    Reasons for rejection may include repeated or serious violations of the law, inability to work well with coworkers, inability to accept supervision, insufficient knowledge of law enforcement work, or other relevant factors.

    Applicants must have a current history of careful and responsible motor vehicle operation. Negligent motor operator probation, license suspension, drunk driving, reckless or hit and run driving records or records of multiple moving violations may be cause for rejection. 

    Candidates must not have been convicted of a felony in this state or in any federal jurisdiction or of any offense in any state or any federal jurisdiction, which would have been a felony if committed in this state. Criminal records will be carefully reviewed. Candidates who do not report their complete criminal records will be disqualified.

    Candidates must pass all parts of the background investigation.

     

    Physical Requirements: (Weight: Pass/Fail)
    Prior to appointment, candidate must complete the medical screening as determined by the department and/or County of San Francisco. 

     

    The department may administer additional position-specific selection procedures to make final hiring decisions.

     

    Certification Rule: The certification rule for the ranked eligible lists resulting from this examination will be Rule of Ten Scores. The department may administer additional position-specific selection procedures to make final hiring decisions.

     

    Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be 18 months, and may be extended with the approval of the Human Resources Director.

    Conviction History

    As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).     Disaster Service Workers
