POSITION DESCRIPTION:
Under general supervision, the electrician performs skilled electrical work in connection with the installation, maintenance, repair and alteration of electrical systems under 600 volts, machinery and equipment; may exercise work direction over craftsmen involved in such work; and performs related duties as required. The essential functions of this classification include: print reading, installing, maintaining, testing and repairing electrical equipment; inspecting and repairing generating equipment; cutting, bending and installing rigid conduit, electrical metallic tubing (EMT) and pulling conductors; setting up and using ladders, staging, aerial lift trucks and light tower, and the use of personal protective equipment (PPE). May involve work with high voltage (277 Volt - 480 Volt) equipment and installation, maintenance, testing and repair of traffic signal equipment.

Nature of work involves physical effort and dexterity in the use of fingers, limbs and body; exposure to hazardous environments where injuries may be encountered.

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:
Completion of a recognized Apprenticeship program (Inside Wireman Apprenticeship).

AND

Experience:
One (1) year of journey level electrician experience.

AND

License and Certification:
Possession of a valid California (Class C) driver license.

Substitution:
Additional experience as a journey level electrician may be substituted for the required electrician apprenticeship on a year-for-year basis.

Six years of inside wireman experience equivalent to journey-level as defined by the International Brotherhood of Electrical Workers may be substituted for the required experience.

Selection Procedures

Written Examination (Weight 40%):

Candidates meeting the minimum qualifications will be invited to to participate in a multiple choice written examination. The written examination is designed to assess a candidate’s knowledge, skills and/or abilities in job-related areas which may include but not be limited to: Knowledge of electrical equipment; safety procedures; print reading; tools; electrical codes; mathematical skills; maintenance and troubleshooting.

Applicants who meet the minimum qualifications will be notified by email of the exact time, date, and location of the written examination.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

Oral/Performance Examination: (Weight: 60%)

Applicants who pass the written examination will be invited to participate in an oral/performance exam to determine their relative knowledge, skills, and abilities in job-related areas for the 7345 classification which may include, but are not limited to: Knowledge of various types of electrical equipment and methods of installations; of electrical codes in the National Electrical Code, San Francisco Electrical Code, local codes, General Order 95 and California state electrical safety orders; of existing safety codes, ordinances and regulations; ability to read drawings; to inspect equipment, perform routine maintenance and identify, correct and report electrical problems; oral and written communications skills; mathematical skills; and skill in the use and handling of electrical equipment and tools used in the electrical trade.

Date of Oral/Performance Examination:
Only those applicants who pass the written examination will be notified of the exact date, time and place to report to the oral/performance examination.

Certification Rule:
The certification rule for the eligible list resulting from this examination will be Rule of 3 Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List:
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.

Candidates must achieve a passing score on the oral/performance examination in order to be ranked on the eligible list.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance:
This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

Medical Examination:
Prior to appointment, candidates must successfully pass a medical examination to determine his/her ability to perform the essential functions of the job and/or the ability to meet the physical minimum requirements. TWIC Card:
Candidates for employment with the San Francisco Port Commission are required to be qualified for unescorted access to the Port’s Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance. The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be basis for termination from employment with the Port Commission. Note: TWIC requirements and procedures are located in the U.S. Code of Federal Regulations, 49 U.S.C. 114, 40113, and 49 U.S.C. 5103a.

SFMTA Medical Examination/Drug Testing:
Candidates who are being considered for appointment for positions which may be required to pass a medical examination. Candidates who cannot meet the medical requirement will be placed under waiver until this requirement is met. The medical examination will be administered only to those applicants who are being considered for appointment.

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7345 Electrician is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

In addition, each applicant who has worked for a Department of Transportation (DOT)-regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from his/her prior employers concerning his/her drug and alcohol test history. Each applicant will also be required to provide SFMTA with information regarding whether, during the last two years, the applicant tested positive or refused to test on any pre-employment drug or alcohol test administered by an employer to which the applicant applied for, but did not obtain, safety-sensitive transportation work covered by DOT drug and alcohol testing rules. SFMTA will not hire any applicant for a safety-sensitive position who fails to provide this information or fails to provide written consent for the release of information from prior employers.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
