Definition

 Under general administrative direction of the Superintendent of Schools, is responsible for the overall administration and direction of the Administrative Services Division of the San Francisco Unified School District, with responsibility for directing, planning, coordinating, and administering staff service functions for the School District.

Distinguishing Features

This single position class reports directly to the Superintendent of Schools and is distinguished by its responsibility for overseeing and managing the District's Administrative Services Division, a large and complex division consisting of multiple sections and areas of responsibility. The incumbent has frequent contact with the Superintendent's cabinet, the Board of Education, other elected officials, senior level district administrative and management staff, the media, public and private organizations and other groups. 

Supervision Exercised

Supervises various management and administrative staff and contract personnel; and through subordinate supervisors, professional, technical, and clerical personnel.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 9, the duties specified below are representative of the range of duties assigned to this class and are not intended to be an inclusive list.

1. Directs, manages, and evaluates the District's personnel management program for certificated and classified personnel; initiates and directs the development of work programs to carry out the Administrative Services Department's functions of position classification, recruitment and selection, maintenance of personnel records, processing of personnel transactions, labor relations, equal employment opportunity, employee development and training, employee discipline procedures, employee benefit administration, workers' compensation, occupational health, safety and wellness programs and related services.  Manages the District's Reproduction Department.  

 2. Formulates, recommends and administers official policies and procedures for the operation of the Administrative Services Division; analyzes and recommends changes in organization, policies, procedures, communications and other administrative matters; coordinates implementation and maintenance of systems and services. Ensures compliance with provisions of the City Charter, Administrative Code, Civil Service Commission Rules, Department of Human Resources policies and procedures and the State Education Code.

3. Provides District department heads with expert guidance and technical assistance in developing, establishing, and administering human resources programs; addresses District managers, technical and clerical staff, and various groups on the operation of the merit system and related issues; interprets State and Federal regulations, policies, and communications to District staff.

4. Directs data collection and report formulation for staffing studies and the preparation of reports; presents staff findings and recommendations to the Superintendent and cabinet members; presents written and oral reports to the Superintendent, administrators, District staff and community groups concerning the overall operation of administrative programs.

5. Represents the School District before the Civil Service Commission, City officials, and representatives of other governmental and community agencies and in meetings with top-level executives and managers.

6. Serves on various committees in relation to the solution of broad organizational, operational and administrative problems as they relate to and improve the District's goals and objectives; assists the Superintendent, cabinet members, and department heads in formulating solutions to major human resources problems that are highly sensitive or controversial in nature. 

7. Directs the preparation of and administers the Administrative Department budget; establishes and maintains expenditure controls; analyzes and evaluates budget proposals and expenditures; and prepares necessary budget adjustments.

8. Evaluates space and facilities utilization, equipment, and supplies, and recommends change for organizational improvement.

9. Plans, assigns and evaluates the work of subordinate management and professional staff; oversees and approves evaluations for other division employees.

10. Performs related duties as required.

Knowledge, Skills and Abilities

Knowledge of:  principles and practices of public administration, organization and management, budget preparation and control, fiscal and financial management, personnel management, labor relations and public relations; administrative analysis and statistical techniques; City, County, State and Federal laws, rules, regulations; policies of the District as they affect administrative activities, organizational and functional responsibilities of District administration; and principles of supervision and staff development.

Ability to:  direct, coordinate and supervise administrative functions in a multiple-unit organization; coordinate and direct the work of subordinate managers and staff; analyze cost figures and statistical data for the development of administrative controls, record systems, and financial forecasts; deal effectively and maintain effective relations with administrators, District staff, community groups outside contractors, and representatives of public agencies; perform and oversee complex and difficult negotiations; exercise administrative ingenuity, independent analysis, adaptability and judgment; work under sustained pressure; prepare clear, concise reports and recommendations; make effective oral presentations.

Experience and Training

Any equivalent combination of training and experience that would provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:

1. Possession of a baccalaureate degree from an accredited college or university; AND
2. Six (6) years of progressively responsible administrative and management experience in areas related to the functions of the Administrative Services Division, including such areas as complex budget management and analysis, financial/fiscal analysis, personnel administration and employee relations, or legislative and administrative policy analysis; AND
3. Two (2) years of  high-level governmental or public agency supervisory experience.

NOTE: 
This class is exempt from Civil Service appointment under Section 10.104.06 of the City Charter.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
