Definition

 Under general administrative direction, serves as secretary to the Municipal Transportation Agency (MTA) Board of Directors and as a member of the MTA executive staff; maintains records of meetings and official actions of the Board and certifies all official documents and Board resolutions; acts as liaison to the Municipal Railway, Department of Parking and Traffic, Parking Authority and other city, regional and state agencies, and elected officials; and performs related duties and responsibilities as assigned.

Distinguishing Features

This single position class administers important and sensitive business affairs of the MTA Board of Directors and is exempt from civil service appointment under Charter Section 10.104.4.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this class and are not intended to be an inclusive list.

  1.  Prepares, distributes and manages all permanent records of the MTA Board of Directors including agendas, notices, minutes and resolutions.

  2.  Reviews, analyzes and briefs board members on calendar items, resolutions, budget and contracts.

  3.  Acts as liaison to the MTA, including the Municipal Railway, the Department of Parking and Traffic and the Parking Authority; works with departmental staff to insure proper execution of board directives; assists staff in preparation and presentation of items forwarded to the board for consideration including contracts, leases, settlement of claims, budget, and policies.

  4.  Serves as spokesperson for the board with other city departments, including the Mayor's Office and the Board of Supervisors; responds to questions and information requests by the public, government officials and the press concerning the policies and actions of the board, or refers requests to appropriate staff for response.

  5.  Consults with the City Attorney's office on the preparation of legislation, and in researching confidential matters.

  6.  Prepares policy recommendations, as requested by the Executive Director of Transportation, on various matters such as records retention and contracting.

7.  Coordinates and manages agency-wide projects such as production of the Annual Report, monthly paycheck letters, the APTA Annual Conference, Senior Management seminars, annual FY goals, responses to audits or other projects as requested by the Executive Director.

  8.  Prepares reports and other correspondence as requested by the Executive Director.

  9.  Serves as Secretary and Officer of the Transbay Joint Powers Authority Board of Directors; prepares, distributes and manages all permanent records of the board.

10.  Performs related duties and responsibilities as assigned.

Knowledge, Skills and Abilities

Knowledge of:  Robert's Rules of Order, Brown Act, Sunshine Ordinance; state and local government and the legislative process; public finance and the budgeting process; principles and practices of administrative management and contracting.

Ability to:  manage multiple projects simultaneously; communicate effectively, tactfully and discreetly, both orally and in writing, with agency staff, other government officials, the media and the general public; establish and maintain good working relationships with agency staff, a variety of city, state, federal and regional officials, other city departmental staff, representatives from diverse community groups, and members of the public; prepare reports and other correspondence; analyze and evaluate reports and make policy recommendations.

Experience and Training

The minimum qualifications for exempt classifications are determined by the appointing authority to meet the operating needs of the department.  Any combination equivalent to experience and training that would provide the desired knowledge, skills and abilities would be qualifying.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
