Definition

Subject to administrative approval, is responsible for the overall direction and administration of a large and complex area of transit operations  Incumbents are responsible for developing, implementing and managing programs, policies and procedures to increase efficiency of the daily activities of transit operations, and ensuring compliance with local, state and federal laws and regulations governing public transportation; planning, directing, coordinating and evaluating the activities and operations of their assigned area of transit operations; and performing related duties as required.

Distinguishing Features

Incumbents in Class 9184 Deputy General Manager, Municipal Transportation Agency report directly to the Director of the Transit. This class is distinguished by its responsibility for administering, within broad administrative guidelines, a large and complex area of transit operations, consisting of multiple sections.

Supervision Exercised

Positions in this class supervise management and professional staff and manage additional staff through subordinate managers and supervisors.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1. Directs all functions of a large, complex area of transit operations by establishing and evaluating division goals and objectives, assigning priorities, ensuring the use of effective work plans and methods to achieve goals.

2. Plans and evaluates staff performance in order to ensure the effective use of personnel and other resources and develops action plans to improve employee productivity and morale.

3. Responds quickly and efficiently to unanticipated events and emergencies, providing guidance and direction to staff.  May be responsible for directing the development and execution of special events.

4. Makes recommendations to the Director of Transit and the Executive Director of the Agency.   

5. Directs the development and implementation of the division’s budget; directs and monitors expenditures and assists in the determination of resource allocation and service levels. 

6. Directs the development and implementation of transit operations goals, strategic plans, policies, procedures and work standards. 

7. Facilitates the development of positive and constructive relationships with leadership of labor unions in the spirit of partnership towards creating an outstanding workplace and advancing the mission of the agency through engaging employees and the unions that represent them. 

8. Attends meetings, makes presentations and represents the Agency before legislative bodies, administrative officials, public agencies, community groups, labor organizations, technical and transportation industry organizations, and the general public regarding transit system services and activities.

9. May be required to perform responsibilities of the Director of Transit in their absence.

10. Performs related duties and responsibilities as assigned.

Knowledge, Skills and Abilities

Knowledge of: transit operations, services, administration and activities; transit facilities, systems, personnel allocation and fiscal considerations; all aspects of safety and incident response related to transit operations; organizational and management principles and practices; supervision, training and performance management; principles and practices of labor relations; federal, state, and local rules and regulations pertaining to activities and functions of transit operations.

Ability or Skill to: manage, supervise, train, and assess the work of subordinate managers engaged in transit activities; deal effectively, tactfully and courteously with government officials and high-level representatives of federal, state, and local agencies; establish and maintain effective working relationships with officials, subordinate staff, directors and members of other departments, agencies, civic organizations, labor unions, and the public; present complex facts clearly and concisely orally and in writing; use computer systems and programs to develop qualitative analysis and detailed reports regarding operations activities; prepare and present comprehensive reports; manage and work with a large, diverse workforce of people with different culture, background and opinions; prioritize and organize multiple high priority assignments and projects; handle highly confidential and sensitive personnel issues appropriately; exercise administrative ingenuity, independent analysis, adaptability and judgment on highly specialized proposals and negotiations, and make recommendations and present them effectively to the Director of Transit and/or Executive Director of the Agency.

Experience and Training

Education:

Baccalaureate degree from an accredited college or university.

Experience:

Ten (10) years of experience at a mass transit agency with six (6) years in a management and/or supervisory capacity.

Substitution:

Additional qualifying experience in a management and/or supervisory capacity at a mass transit agency may be substituted for the required degree on a year-for-year basis.  One year (2000 hours) will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

License or Certificate

Possession of a valid driver license.

Notes

Nature of work: Positions in this class are subject to 24-hour call-back during emergency situations including nights, weekends and holidays.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
