Definition

Under general direction, plans, organizes and directs a broad range of transportation activities in the Transportation Management Center (TMC) and/or in Field Operations.  Supervises Controllers or Dispatchers assigned to the TMC; coordinates Field Operations staff and activities to address service and equipment issues; may provide direction and supervision in other service areas including train control, bus dispatching, central communications, traffic signal operations, public information, parking enforcement, and field operations; develops and administers training programs for TMC and Field Operations staff; makes recommendations on operating rules, regulations and procedures; prepares and evaluates complex reports; and performs related duties as required.

Distinguishing Features

Transportation Operations Specialists are distinguished by their focus on the coordination of activities, resources and responses across multiple transportation platforms, both in the TMC and in the field; and by their role as trainers of Transportation Controllers.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1.   Plans, organizes, coordinates and supervises the activities of TMC and Field Operations staff to ensure that tasks are performed in an efficient manner according to established protocol.  

2.   Ensures that TMC and Field Operations staff are informed and trained on appropriate policies and procedures, consistent with the rules and regulations of the Agency.  

3.   Supervises the implementation and coordination of contingency plans including strategies during service disruptions and emergencies to minimize delays and inconvenience to customers.  

 4.   Ensures complete and accurate documentation of all activities performed by staff in the TMC and Field Operations, and completes and maintains reports related to staffing, personnel matters and service standards.  

5.   Develops, administers, provides and/or coordinates staff training and coaching; recommends personnel actions related to selection, employee performance, evaluation and discipline.  

6.    Provides leadership for assigned projects; identifies, monitors and coordinates project tasks and resources; conducts research related to the implementation of projects, analyzes data and makes recommendations.  

7.    Provides technical expertise in assigned area(s).  

8.    Prepares complex and comprehensive reports, memos and correspondence.      

9.    Performs related duties and responsibilities as assigned.

Knowledge, Skills and Abilities

Knowledge of:  Specific technical knowledge of the major functions of the Transportation Management Center and Field Operations , including, as trained, local, state and federal regulations concerning the operations of the Agency; principles, practices and techniques of supervision and project management; staff training techniques; and techniques and practices of data collection, analysis, recording and reporting. Knowledge of computerized transportation control systems including Automatic Train Control System (ATCS) and/or Centralized Train Control (CTC) systems, public transit revenue activities and services; rail operations and central control operations; radio communications; as trained, Federal Transportation Act regulations and applicable federal and state safety rules related to train, subway and bus operations; principles and practices of managing transit operations, including managing emergencies and transit vehicle passenger safety; and methods and techniques of handling transit operations service delays.  

Ability to: plan, coordinate, direct and evaluate the work of subordinates; plan, design, independently solve difficult problems; communicate effectively and persuasively both orally and in writing; establish and maintain effective working relationships with co-workers, supervisors and managers; exercise judgment in making sound decisions within prescribed guidelines; respond under stressful conditions to emergencies and critical situations; assess, troubleshoot and independently resolve rail and bus system problems; conduct system testing; respond under stressful conditions to maintain a safe work environment; prepare and maintain accurate documentation and records; utilize various computer software/programs; and operate a computer terminal, keyboard, two-way radio and telephone equipment.

Experience and Training

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

1.   Six (6) years of experience in the movement of LRV/trains, using automated/computerized train/track control systems such as Centralized Train Control (CTC), Automatic Train Control System (ATCS) and Local Control Panels; and/or experience in the operation of the console equipment and field devices which control, monitor, evaluate performance, provide public information and related functions in the transportation network in real-time for a local, state or federal transportation or defense agency.  Experience obtained must have been with live dynamic dispatch/direction of transportation operations requiring complex decisions based on real-time analysis; OR  

2.  Seven (7) years of experience working in one or more of the following functions/divisions with a mass transit agency:  a dispatcher at a Transportation Control Center; Division Dispatcher, Training Instructor, Street Operations Supervisor and/or Metro Rail Operation Supervisor.      

Substitution

Applicants may substitute education from an accredited college or university, on a year-for-year basis, for a maximum of one-half of the required experience.  (30 semester units/45 quarter units will be considered equivalent to one year of work experience.)

License or Certificate

Possession of a valid, unrestricted, Class C Driver License  

Notes  

Some positions require obtaining a valid Class B California Driver License with Passenger (P) Endorsement and no restrictions that prohibit operation of a San Francisco Municipal Transportation Agency public transit vehicle within six (6) months of appointment.  

Employees must maintain the requirements for the position during the course of employment.  

Some positions may require possession of a valid DMV Medical Examiner’s Certificate as a condition of assignment to such position(s).

Notes

Nature of work requires working in a fast-paced and safety critical environment; sitting for extended periods of time; constantly viewing display monitors; and working rotating shifts, weekends, and holidays.  In addition, employees may wear headsets.  Some positions may require: standing for prolonged periods of time; working outdoors in all weather conditions; and dealing with the public.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
