Definition

Under administrative direction, manages, plans, develops, coordinates and implements the Accessible Programs for the Municipal Railway including fixed route access, paratransit services, disabled identification program, community outreach and system environment improvement; coordinates paratransit services contracts; provides staffing and support to the Municipal Railway Accessibility Advisory Committee and the Paratransit Coordinating Council serves as a legislative liaison and represents management regarding legal matters and proposed legislation relative to the special patrons served by the Accessible Programs and services provided by the Municipal Railway.

Distinguishing Features

This single position classification reports to executive level management and is characterized by its independent responsibility for the management of a wide variety of paratransit and other services for the elderly and disabled patrons.

Examples of Important and Essential Duties

1. Manages, develops, plans and implements programs, services an projects for elderly, disabled and other special ridership groups in compliance with federal, state and local requirements.

2. Coordinates capital improvement projects related to special ridership groups access; administers the contract bid process for paratransit services; monitors the services provided by various contractors.

3. Coordinates improvements in accessibility to all fixed route light rail facilities.

4. Assists in the training of personnel on the use of special equipment and sensitivity to special patrons.

5. Directs marketing and publicity of accessible transit services.

6. Supervises the administration of the Disabled Identification Card Issuing Office through a subordinate supervisor.

7. Staff local advisory and citizen committees and councils related to the concerns of the elderly and disabled communities.

8. Represents the department in meeting with representatives of governmental and municipal agencies; makes presentations before Commissions, Boards, professional and business organizations, community organizations and the general public.

Knowledge, Skills and Abilities

Knowledges, Abilities and Skills: Knowledge of: the principles, techniques and methods of developing services and programs designed to meet the special needs of patrons; budget management; fundraising and the solicitation of grants from public and private agencies; and comprehensive knowledge of the Americans with Disabilities Act of 1990.
Ability to: identify and analyze management programs; develop and implement effective solutions; plan and coordinate the work of subordinates; conduct informational workshops; demonstrate the use of special equipment; publish and distribute a wide variety of informational pamphlets and bulletins.
Skills in: effective verbal and written communication; and effective interaction with government officials, community representatives, the general public and the news media.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
