Definition

Under the policy direction of the Chief Operating Officer, and at the executive level of District management, exercises overall responsibility for the School Safety Division of the San Francisco Unified School District; plans, organizes, directs and evaluates comprehensive programs to ensure the protection and safety of all students, staff, visitors, facilities and property; directs and oversees diverse and complex functions of major divisions which provide district-wide security, emergency preparedness, and health and  safety; directs and coordinates program development and enhancements; establishes organizational policies, priorities and objectives; and performs related duties as required. 

Distinguishing Features

This position functions at the highest level of District management, reporting to the Chief Operating Officer, and makes decisions of significant consequence or impact involving District-wide missions, goals and objectives.

Supervision Exercised

The incumbent directs and manages several division managers in diverse program areas which directly impact the health and well being of approximately 60,000 students in 135 schools and several major educational programs and staff in administrative support departments.

1. Develops and implements the goals, objectives, policies and priorities for each of the major operational divisions of the school safety division; plans and directs all operational activities within the security, health and safety, and emergency preparedness programs; develops short-term and long-range strategic planning activities to flexibly achieve established and/or evolving priorities and outcomes.

2. Assesses District-wide operational activities and develops action plans to address needs; monitors the efficiency and effectiveness of the bureau's organizational structure, staffing patterns, service levels and administrative systems; ensures continuous improvement in District services to meet and exceed expectations of the Board of Education, students, staff, and the public.

3. Develops and administers the operating budgets of each division within all divisions of the bureau; determines appropriate service levels and resource allocations.  

 4. Communicates regularly with executive-level management regarding the District's activities and coordinates with operational divisions and departments within the District and the City and County of San Francisco to address needs; acts as liaison for the Chief Operating Officer in representing the District before federal, state and local regulatory and legislative agencies, including the Board of Education.

5. Performs related duties as required. 

Knowledge, Skills and Abilities

Knowledge of:  federal, state and local rules and regulations pertaining to security, health safety, and emergency preparedness programs and activities of a large unified school district.

Ability to:  direct managers engaged in diverse activities; exercise administrative ingenuity, independent analysis, adaptability and judgment on highly specialized proposals with difficult and complicated choices of action; prepare and deliver effective written communications and oral presentations designed to educate, explain and/or persuade policy makers and others of division and District activities and goals; apply the principles and practices of public administration, financial and human resources management to achieve desired goals; clearly interpret all applicable laws, ordinances, and codes relating to health and safety, security, and emergency preparedness programs; establish and maintain effective working relationships with state, federal, and local officials, District staff, City and County departmental staff; and members of civic organizations, agencies and the public.

Experience and Training

Baccalaureate degree in Public Administration, Environmental Science, Business Administration or related behavioral science from an accredited university; AND
Eight (8) years of experience managing health and safety, security, law enforcement, and/or other public safety personnel in a large public jurisdiction. Experience must include demonstrated success in the development and implementation of an effective health and safety program.  

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
