According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code and are not intended to be an inclusive list.
1. Perform field investigations and surveillance; research and identify unregistered businesses; make personal visit and survey of businesses to enforce compliance; confirm licensure and registration of businesses; conduct interviews with business owners, representatives, witnesses and others to gather data to enforce compliance with laws, regulations, policies, and procedures including the collection of all relevant taxes and fees.
2. Prepare accurate and detailed investigative based on keen observations of site visit; prepare correspondence and memos; prepare and submit timely accurate financial reports; gather and analyze financial records. .
3. Handle and resolve complicated accounts; negotiate payments and plans; interpret and explain laws, requirements, regulations, policies, and procedures; maintain good working relationships with other agencies and general public; provide excellent customer service.
4. Enforce post-judgment creditor remedies; represent the City in administrative and judicial hearings; prepare and issue subpoenas, citations, file liens, summary judgments and other notices as appropriate; serve legal documents for court actions.
5. Research and conduct skip tracing; navigate among various databases; update systems with current data; obtain data from other agencies, business sources, or businesses; submit claims to other agencies for collection.
6. Provide information to business owners, representatives, and the public regarding various business-related taxes and fees.
Knowledge of: Implementation of modern methods and practices used in collection investigations; laws, ordinances, rules and regulations pertaining to business tax laws, collections, and investigations.
Ability to: Exercise good judgment in evaluating information and documentation; ask pertinent questions to elicit necessary information;; comply with confidentiality rules; make decisions; speak clearly, concisely, and effectively in order to give oral instructions, answer questions, respond to concerns, and communicate work-related information to staff, departmental personnel, members of the public, and representatives of other agencies; effectively listen and elicit information; write detailed reports based on observations and research, and complete legal documents supporting laws, regulations, and policies in a clear, concise well-organized, and effective manner, using proper grammar, punctuation, and syntax; write correspondence and memos; utilize job-related databases; deal effectively with departmental staff and the public, provide excellent customer service, and act in courteous manner; effectively handle irate business owners; analyze financial information to confirm the need for further investigation and/or negotiate payment plans.
