Definition

Under direction, implements and promotes programs of the Commission on the Status of Women; coordinates a variety of activities related to women’s rights, domestic violence prevention, gender based discrimination monitoring and related issues; and performs related duties as required.

Distinguishing Features

This class functions as a technical specialist in charge of assigned program areas related to women’s issues. Incumbents report to the department head and have primary responsibility for implementing methods and procedures advocating and enforcing women’s rights through programs such as those designed to monitor agencies receiving domestic violence funds or the monitoring and investigation of gender based discrimination.

Supervises the work of student interns and volunteers.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the duties assigned to this class and are not intended to be an inclusive list.

1. Assists in the coordination and implementation of programs to enhance the status and welfare of women and girls in the City and County of San Francisco; implements and coordinates the work and activities of assigned projects; monitors and evaluates effectiveness of programs and projects; and prepares progress reports.

2. Works with women’s organizations and other community organizations to address the wide range of issues impacting women and girls in San Francisco, provide ongoing technical assistance to organizations and individuals, coordinate services and development of policy, and develop training and informational resources.

3. Works with program staff, City departments and community-based agencies to enhance communication between City departments and interested parties, ensure coordination of services and development of policy where needed, and coordinate and improve the representation of women and girls in elected, appointed and key decision- making roles.

4. Monitors and reports on the representation of women and girls in elected, appointed and key decision making roles; provides resources for women seeking appointments to commissions and other governmental bodies.

5. Works with program staff and City departments to assist in developing policy, procedures and protocols, coordinate services, provide training information to departments, and create projects for cross training around program issues.

6. Promotes public education and awareness of women’s and girl’s issues; provides information on resources, training and other services provided by DOSW; coordinates and/or conducts outreach to San Francisco communities, City departments and community based organizations, including media relations.

7. Attends, participates in, and reports on meetings related to women’s and girl’s issues; represents the Department before community, Commission and City meetings and hearings, and the media; make presentations to City personnel, public and private groups on various women’s issues in order to train personnel, and to advocate/lend support to policies, programs, and legislation that promote the service needs of women and girls.

8. Conducts research, gathers and analyzes information and statistical data on issues and legislation affecting women and girls; identifies new and emerging issues; develops strategies and makes recommendations for policy; drafts, edits and/or writes reports and other documents on issues related to women and girls.

9. Works with department staff to compile, produce and distribute public service announcements for television and radio; develops and disseminates marketing materials and department brochures.

10. Establishes and maintains a resource library of materials and documents related to women’s and girl’s issues, including documents and information related to specific assigned project(s).

11. Handles logistics for meetings, complying with public meeting laws; locates meeting sites, schedules meetings, prepares agenda, prepares and disseminates supporting documentation; staff meetings and takes minutes. Assists at conferences or large meetings by setting up tables and chairs, directing attendees to appropriate seats, taking attendance and other similar activities.

12. Provides administrative support to senior staff and Director such as preparation of routine correspondence and memoranda, graphs, flow charts, materials for presentations and community outreach meetings, reports, contract documents and grant proposals; maintains files; answers telephone and provides information to callers; organizes and distributes mailings, and assists clients at the front counter.

13. Performs a variety of technical roles related to the department’s website and hardware maintenance; enters and maintains information in database, spreadsheets and tables; and produces reports.

14. Trains and supervises the work of student interns and volunteers.

15. Performs related duties as required.

Knowledge, Skills and Abilities

Knowledge of:Issues related to the lives and welfare of women and girls, such as employment, economics, gender equity, domestic violence, health and homelessness; relevant research and statistical findings, legislation and law, policies and practices; advocacy, resources and services available to women and girls.

Ability to: Identify, gather and evaluate information from a variety of sources; formulate logical conclusions and develop recommendations; effectively prioritize and organize multiple assignments and projects; coordinate and monitor the functions of a project and/or program; coordinate work with other programs or organizations; provide training information; facilitate intergroup cooperation; work courteously, respectfully and effectively with individuals and groups from a variety of cultural and socioeconomic backgrounds; establish and maintain effective working relationships; speak clearly and concisely to effectively communicate work-related information, laws and policies to a variety of individuals and groups; listen, ask appropriate questions and effectively elicit information; represent the department before officials, managers and staff, community groups and the public; prepare clear, accurate and well-organized narrative and statistical reports and other documents; develop informational and training materials; use a computer to prepare reports and other documentation, research, extract and process information, and maintain records; train, direct and monitor the work of assigned staff.

Experience and Training

Two years professional-level work experience in a program coordinating a variety of activities related to women’s rights, monitoring gender-based discrimination or other related issues; AND One year of experience administering programs with significant responsibility for planning activities, coordinating resources, monitoring programs and/or contracts, and directing or supervising personnel; a baccalaureate degree in a related field (e. g. women’s studies, social science, political science, or other closely related field) may substitute for this part of the required experience.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
