Definition

Under direction, the Media/Security Systems Supervisor is responsible for supervising staff in charge of maintaining and operating audio and video equipment; troubleshooting and repairing audio, video and security camera and access control systems; maintaining and upgrading local area network for all remote broadcast video and security system functions and control systems; and preparing and maintaining unit's budget.

Distinguishing Features

Positions in Class 1781 Media/Security Systems Supervisor are distinguished from 1777 Media/Security Systems Specialist, in that the former are responsible for supervising staff and may perform the more complex activities related to the operation and maintenance of audio, video and security systems and equipment.

Supervision Exercised

The Media/Security Systems Supervisor supervises Media/Security Systems Specialists and other technical and clerical staff.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this class and are not intended to be an inclusive list.

1. Supervises staff by planning and coordinating the operations of the Media and Security Systems Unit; assigning service requests and duties to staff; completing regular and timely staff evaluations; reviewing activities and assisting staff in resolving problems; and by interpreting and applying relevant personnel policies and procedures.

2. Maintains and operates audio and video equipment by performing system maintenance, repairs and backups of Creston remote control system hardware and software, local area network (LAN,) MediaMatrix computer based sound system, security control system, and database information for all public hearings, and other public and private events.

3. Troubleshoots and repairs audio, video and security camera and access control systems by conducting routine tests, providing alternatives for system failures, and repairing equipment as needed to restore systems and equipment to a functional level.

4. Maintains and upgrades local area network for all remote broadcast video and security system functions and control systems by analyzing and documenting problems and solutions, and providing alternatives to system or equipment configurations.

5. Trains staff on operations of television broadcast control rooms and installed audio systems, and security systems, such as access control, closed circuit television and duress alarm systems.

6. Provides technical and logistical support for audio, video, computer and broadcast television requirements by arranging and connecting fiber optic distribution systems for all public meetings, functions and special events.

7. Prepares letters, memos and training materials; updates operating manuals and systems equipment blueprints; and maintains logs to document equipment usage and equipment failures and repairs.

8. Develops short and long-term service plans and makes recommendations for maintenance, upgrades and use of installed audio, video and security systems and equipment.

9. Prepares and maintains budget for Media and Security Systems Unit, and prepares documentation to justify operating expenses and staffing needs.

10. Schedules and issues permits for rallies, press conferences and other events by coordinating the logistics and use of the facilities with the Mayor's Office, Police and other City Departments.

11. Provides electronic security system support for the Mayor, elected officials and staff from other departments by assessing equipment needs and coordinating and/or performing repairs.

12. Climbs ladders, lifts equipment, works in confined areas, and operates genie lift to diagnose equipment and perform repairs.

13. Performs related duties and responsibilities as assigned.

Knowledge, Skills and Abilities

Knowledge of: principles and concepts of electronic video, audio and data signal processing; techniques for maintenance and troubleshooting of video, audio and security systems and equipment; and basic principles and practices of finance and budgeting.

Ability to: supervise; organize, prioritize, and coordinate work activities; train staff; install and use a variety of software programs and operating systems; read and use electrical schematics and blueprints, and architectural drawings; prepare clear and concise reports, memos and manuals; use a personal computer; diagnose, troubleshoot and repair audio, video and security systems; work effectively as a member of a team; foster working relationships with a variety of individuals and organizations; communicate complex technical principles in layman terms; and splice cables.

Experience and Training

Seven (7) years of experience in the set up, operation, maintenance and troubleshooting of audio, video systems in a large agency and/or organization.

Substitution: Possession of a baccalaureate degree in radio and television can be substituted for three (3) years of the required experience; OR Possession of an associate degree in broadcast engineering or certification in Broadcast engineering can be substituted for two (2) years of the required experience.

Special Requirements:
Essential functions require the following physical skills and work environment: ability to lift fifty (50) pounds, operate genie lift, climb ladders and work in confined areas to adjust media equipment.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
