Testing Technician (#1227)

Definition

Under general supervision, the Testing Technician conducts written and performance tests at various testing locations, and performs related duties as required.  The essential functions of the class include:  administering various tests in traditional or computerized testing environments; maintaining security of the test materials; monitoring the exam area;  scoring examination; entering examination information into a database; assisting in the training, monitoring and evaluating of proctors; requesting and inspecting identification cards; reporting and documenting unusual incidents; responding to inquiries from staff, test participants, and the general public; and assisting in clerical functions related to examinations.

Distinguishing Features

The 1227 Testing Technician is the entry-level class of the series that is responsible for technical, clerical and administrative duties in exam administration.  This class is distinguished from the 1228 Senior Testing Technician in that the higher level supervises and performs more complex duties in examination administration.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1. Administers written and performance tests in traditional or computerized testing environments, including but not limited to:  preparing test materials and arranging facilities prior to exams, distributing test materials, providing instructions to administer tests, and answering general questions. 
 
2. Maintains security of the test materials before the exam, prevents candidates from taking test materials, and gathers and accounts for all test materials after the exam.  Directs proctors in securing test materials and environment.  Checks and packages examination materials, and ensures that they are returned to designated areas.
 
3. Requests and inspects identification cards to ascertain that only authorized persons are admitted to tests; and directs and seats candidates in proper places.
 
4. Monitors the examination area to ensure that candidates are following test instructions, to provide necessary pencils/tools to enable them to complete tests, and to prevent cheating by other candidates or by using references not allowed; instructs proctors in their assignments; maintains order in the exam room; and keeps track of the time.


5. Reports and documents unusual incidents that occurred during the examination.
 
6. Performs scoring, prepares score sheets for scanning, and enters information into the computerized database. 
 
7.  Assists in the training, monitoring, and evaluation of proctors such as student workers and personnel staff.

8. Responds to inquiries from various individuals such as faculty, staff, students, candidates, and the general public.

9. Performs clerical functions to assist in preparing for, administering, and scoring examinations, preparing eligible lists and notifying candidates of exam processes and results.

10. Performs related duties and responsibilities as assigned.

Knowledge, Skills and Abilities

Ability to:  make group presentations, handle confidential data, use computers and scanners, deal tactfully and effectively with a large, diverse group, establish and maintain effective working relationships, and speak and write in a clear and effective manner.

Experience and Training

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class.  Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.
For positions at the Community College District and Human Services Agency:
1. One (1) year of verifiable experience in the administration and scoring of employment and educational tests; OR
2. One (1) year of verifiable experience teaching and/or training large groups in an educational/training setting.

SUBSTITUTION:  An associate degree from an accredited university or college may substitute up to six (6) months of the required experience.  Thirty (30) semester units/forty-five (45) quarter units equal three (3) months of experience.

For positions at the Department of Human Resources:
1    One year of verifiable clerical experience; OR
2.   One year of verifiable customer service experience; OR
3.   30 semester units of coursework from an accredited college or university; OR
4.   An equivalent combination of training, experience or education.

Performance of Essential Duties:  Require the following physical skills and work environment:  ability to work in a standard office environment.  Some positions may work part-time or school term only.  Some positions may be required to work evenings and/or weekends, to possess bilingual fluency, and to drive to testing locations.  Incumbents may be required to lift up to 40 pounds of test materials.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
