ASSISTANT DIRECTOR OF NURSING

Introduction

Definition

THE JOB: Under the direction of the Director of Nursing, the Assistant Director of Nursing (ADON) shall have overall responsibility of programmatic, budgetary and personnel elements of the Communicable Disease Unit, the Local Health Department Infection Prevention (LHD IP); supervise staff in the Communicable Disease Unit and act for the Director of Nursing in their absence. The ADON shall serve as a liaison to Public Health Administration on behalf of the Communicable Disease Unit for the purposes of advanced and strategic planning. The ADON shall work with the Director of Nursing to nurture and promote the profession of public health nursing; the role of public health in improving population health and the move towards a Public Health 3.0 framework. Other duties are as assigned.

Employment Standards

THE REQUIREMENTS: Any combination of education and experience which would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Three years of professional nursing experience in a public health setting, including at least two years of supervisory and/or management experience. A masters degree in public health, Nursing, Health Administration or other related field is desirable.

Special Requirements: Possession of a valid Registered Nurse License issued by the State of California. Possession of a valid Public Health Nursing certificate issued by the State of California. Possession of a valid CPR certificate. Possession of a valid California Class C driver license or the ability to provide suitable transportation which is approved by the appointing authority. Fingerprinting is required.

Knowledge: Working knowledge of principles and practices of Public Health, Public Health Nursing, Epidemiology, and Communicable Disease response and Public Health Emergency Preparedness and Response; principles and practices of grant and proposal preparation, budget, and public budgeting and reporting; principles and practices of personnel management, supervision, training and development, labor relations, and public relations; principles and practices of program planning and evaluation; principles and practices of scientific research and methodology and statistics; preventative medicine; environmental health and control and prevention of the spread of communicable diseases. A working knowledge of principles, practices and trends in the public health field and the core competencies of public health practice; principles, practices, and trends in the nursing field and public health nursing field including maternal and child health, HIV Services and home visiting; planning and delivery of clinically related services including knowledge of the health system and patterns of referral; quality assurance and improvement and health laws, codes, and regulations including federal health care reform and implementation strategies.

Ability to: Plan, organize, coordinate, and evaluate multi-disciplinary public health programs and services including Public Health Nursing; appropriately interpret laws, regulations, and policies and make decisions based on those interpretations; make use of demographic and bio-statistical data for program planning, development, implementation, and evaluation; prepare and present budgets; analyze programs and services and their cost-effectiveness; identify and articulate most current cultural patterns influencing community health practices; identify and articulate current trends in nursing and health care; speak and write effectively to diverse audiences; respond effectively in emergency situations; maintain liaisons with private and public agencies; maintain effective working relationships with other departments, officials, and employees of other agencies; proficiency in various computer applications such as Microsoft Office and database management software; plan and implement in-services and on-the-job training programs; establish and maintain effective working relationships with administrative, medical and non-medical staff within department and from other agency departments as well as the general public; express ideas effectively in oral and written form; respond effectively in emergency and stressful situations; make effective, reasonable and responsible decisions in emergencies and take appropriate action; oversee and ensure that records systems and medical records are accurately maintained according to HIPPA regulations; apply first aid and CPR, which requires stamina and coordination; and rapidly move to and respond to an emergency medical situation.

Benefits

EMPLOYEE BENEFITS:
VACATION - 16 days 1st year, increasing to 31 days per year after 15 years of service. Available after 1 year of service.
ADMINISTRATIVE LEAVE – One week advanced upon appointment; two weeks accrued each year; can be taken in cash or time off.
HOLIDAYS - 13 paid holidays per year. SICK LEAVE - Six days per year.
BEREAVEMENT LEAVE - 3 days paid in California, 5 days paid out-of-state.
MEDICAL PLAN - The County contracts with CalPERS for a variety of medical plans. For most plans, County contributions pay a majority of the premiums for employees and eligible dependents.
DENTAL PLAN - County pays for employee and eligible dependent coverage.
VISION PLAN - The County pays for employee coverage. Employee may purchase eligible dependent coverage.
RETIREMENT AND SOCIAL SECURITY - Pension formula 2% at age 60 or 2% at age 62 as determined based on provisions of the CA Public Employees’ Pension Reform Act of 2013(PEPRA). Pension benefit determined by final average compensation of three years. County participates in Social Security.
LIFE INSURANCE - County paid $50,000 term policy. Employee may purchase additional life insurance.
LONG TERM DISABILITY PLAN - Plan pays 66 2/3% of the first $13,500, up to $9,000 per month maximum.
DEPENDENT-CARE PLAN - Employees who pay for qualifying child or dependent care expenses may elect this pre-tax program.
H-CARE PLAN - Employees who pay a County medical premium may elect this pre-tax program.
HEALTH CARE FLEXIBLE SPENDING ALLOWANCE (HCFSA) – Employees may elect this pre-tax program to cover qualifying health care expenses.
DEFERRED COMPENSATION - A deferred compensation plan is available to employees.

Selection Plan

THE EXAMINATION: Your application and supplemental questionnaire will be reviewed to determine if you have met the education, experience, training and/or licensing requirements as stated on the job announcement. If you meet these criteria and are one of the best qualified, you may be required to compete in any combination of written, oral and/or performance examinations or a competitive evaluation of training and experience as described on your application and supplemental questionnaire. You must pass all components of the examination to be placed on the eligible list. The examination may be eliminated if there are ten or fewer qualified applicants. If the eligible list is established without the administration of the announced examination, the life of the eligible list will be six months and your overall score will be based upon an evaluation of your application and supplemental questionnaire. If during those six months it is necessary to administer another examination for this job class, you will be invited to take the examination to remain on the eligible list.
