Definition

THE JOB: Under general direction, plan, organize, and manage the daily activities of the Communications Program in the Information Services Department. Responsibilities of the position include planning, installation, operation, maintenance, and repair of data voice and radio/microwave network, as well as the administration of the physical data network infrastructure in the County. Also required to perform other duties as assigned.

Employment Standards

THE REQUIREMENTS: Any combination of training and experience, that would provide the required knowledge and abilities, is qualifying. A typical way to obtain these knowledge and abilities would be:

Graduation from high school or its equivalent. Four years of journey level experience installing, adjusting, maintaining, and repairing a variety of two-way radio, electronic, and microwave communications systems and equipment. Two years of supervisory experience, including at least one year in a technical radio shop environment.

LICENSE REQUIRED: Possession of a valid Class C California Driver License (by time of appointment). A Federal Communications Commission (GROL), Data Networking Certification (CCNE or comparable) or a National Association of Business and Education Radio Certificate is desirable.

SPECIAL REQUIREMENTS/CONDITION: Physically and mentally capable of performing the position's essential functions as summarized in the typical tasks of the job specification; pass background security check; lift objects weighing up to 75 pounds; identify and distinguish colors; stoop, bend, crawl, and climb towers up to 100 feet in height; exposure to loud noises, strong odors and chemicals; subjected to extended work hours in event of emergency.

Knowledge: Thorough knowledge of the principals, technology, planning, and equipment used in radio, microwave, data and voice system design and implementation; microcomputer programming languages; analog and digital multiplexing techniques used in wire or cable; radio frequency spectrum allocations; equipment and materials currently available for new and revised communications; Federal, State and local regulations governing telecommunications; safe work practices; data equipment capabilities and limitations; current data transmission capabilities for telephone, data networks, wireless and microwave systems; principles and practices of supervision and management; cost and benefit analysis practices; current and developing data communications architectures; basic software such as Windows, Windows NT, DOS, and related software for use in diagnostics and configuring communications programs; designing communication infrastructures; operation, maintenance, modification, and repair of complex radio and electronic communications systems and equipment; tools, equipment, practices and methods of installing, testing, adjusting and repairing communications equipment; occupational hazards and standard safety precautions in the use and maintenance of communications equipment, repair equipment and tools; and the principles and practices used in preventive maintenance program. Working knowledge of microwave and voice/data communication design and operation; the principles, methods and practice pertaining to the operation of a technical communications maintenance and repair shop; the principles of supervision and training; record keeping methods and procedures; budgetary practices and procedures; and emergency services and communication needs of law enforcement, fire and other public safety agencies.

Ability to: Develop long and short range communications planning; determine the appropriate course of action to ensure the communications systems remains viable in an emergency; review and evaluate communications systems or engineer proposals for communications projects; analyze systems and equipment malfunctions and implement effective solutions; assess the best methods of providing services to meet the client’s needs; collect and analyze complex fiscal and technical data associated with communications proposals and operating systems; understand and implement County and Department policies, programs and procedures; work cooperatively with clients, vendors, and coworkers and effectively interact with all levels of the organization and the public; use automated equipment including computers, applicable software programs, and related test equipments; interpret customer/user requirements and use engineering techniques to design network and transmission systems; interpret data on system usage and develop engineering specifications to support changing service levels; use technologies to assist in planning, research and development work and/or troubleshooting for service support; plan, organize, schedule, assign, and supervise the maintenance, repair and acquisition for a large number and variety of technical communications equipment and systems; analyze situations and use sound judgment, particularly in emergency situations; plan, assign and evaluate the work of a subordinate technical staff; select and train staff; establish and maintain effective working relationships with others contacted in course of work; develop and implement procedures and priorities to meet changing needs; perform journey level technical communications shop and field work in the installation, adjustment, maintenance and repair of systems/equipment; establish and maintain cost, quantity and quality control systems related to technical communications operations; accurately determine equipment, materials and labor needs and prepares costs estimates of such; read, understand and interpret County procedures, government regulations and written directives with respect to purchasing procedures, administrative practices, factory warranties, letters, bulletins, memoranda and technical communications manuals; write clear and concise specifications and reports; establish safety operating procedures and hazardous materials handling procedures and to train staff in such procedures; assist in budget preparations and administration; communicate effectively orally in providing instructions and explanations to subordinate staff and others encountered in the course of work; understand and assist in implementation of automated maintenance and inventory management systems related to technical communications; input, access and analyze data using a computer; stoop, bend crawl and climb towers up to 100 feet in height; and lift objects weighing up to 75 pounds.

EMPLOYEE BENEFITS:
VACATION
- 16 days 1st year, increasing to 31 days per year after 15 years service. Available after 1 year service.
ADMINISTRATIVE LEAVE – One week advanced upon appointment; two weeks accrued each year; can be taken in cash or time off.
HOLIDAYS - 13 paid holidays per year.
SICK LEAVE - Six days per year.
BEREAVEMENT LEAVE - 3 days paid in California, 5 days paid out-of-state.
MEDICAL PLAN - The County contracts with CalPERS for a variety of medical plans. For most plans, County contributions pay a majority of the premiums for employees and eligible dependents.
DENTAL PLAN - County pays for employee and eligible dependent coverage.
VISION PLAN - The County pays for employee coverage. Employee may purchase eligible dependent coverage.
RETIREMENT AND SOCIAL SECURITY - Pension formula 2% at age 60 or 2% at age 62 as determined based on provisions of the CA Public Employees’ Pension Reform Act of 2013(PEPRA). Pension benefit determined by final average compensation of three years. County participates in Social Security.
LIFE INSURANCE - County paid $50,000 term policy. Employee may purchase additional life insurance.
LONG TERM DISABILITY PLAN - Plan pays 66 2/3% of the first $13,500, up to $9,000 per month maximum.
DEPENDANT-CARE PLAN - Employees who pay for qualifying child or dependent care expenses may elect this pre-tax program.
H-CARE PLAN - Employees who pay a County medical premium may elect this pre-tax program.
HEALTH CARE FLEXIBLE SPENDING ALLOWANCE (HCFSA) – Employees may elect this pre-tax program to cover qualifying health care expenses.
DEFERRED COMPENSATION - A deferred compensation plan is available to employees.

THE EXAMINATION: Your application and supplemental questionnaire will be reviewed to determine if you have met the education, experience, training and/or licensing requirements as stated on the job announcement.  If you meet these criteria and are one of the best qualified, you may be required to compete in any combination of written, oral and/or performance examinations or a competitive evaluation of training and experience as described on your application and supplemental questionnaire. You must pass all components of the examination to be placed on the eligible list.  The examination may be eliminated if there are ten or fewer qualified applicants.  If the eligible list is established without the administration of the announced examination, the life of the eligible list will be six months and your overall score will be based upon an evaluation of your application and supplemental questionnaire. If during those six months it is necessary to administer another examination for this job class, you will be invited to take the examination to remain on the eligible list.
