$82.37-$110.36 hourly / $14,277.00-$19,129.00 monthly / $171,329.60-$229,548.80 yearlySubject to legislative and administrative determination of policy, plan, organize and direct the operation of the General Services Department, including building maintenance and repair, plant acquisition construction projects, purchasing, warehouse operations, automotive fleet maintenance and repair, and other general service programs and activities; provide administrative oversight for Office of Emergency Services, County fire protection; and perform other duties as required.
This single position class is responsible for administering the activities of the General Services Department through subordinate staff including planning, organizing, and directing the operations of building structure and mechanical equipment maintenance and improvements and janitorial services; serving as the designated Purchasing Agent for the County, and planning, organizing and directing the operation of purchasing services and warehouse operations; managing automotive fleet usage,maintenance and repair providing oversight for County fire protection, and working with the County Administrative Officer to provide oversight to the County Emergency Services function. The duties and responsibilities of the position require a high degree of administrative skill and the ability to coordinate departmental activities with other departments and agencies. This position receives direction from the Board of Supervisors and the County Administrative Officer. In emergencies this position is required to be available during non business hours and is subject to extended work hours.
Plan, organize, direct, coordinate and control the programs and activities of the department through subordinate staff; develop short and long range goals for programs and activities and set objectives to attain the established goals; analyze and evaluate the effectiveness of existing operations and implement improvements in departmental services; review program funding needs and direct and participate in the formulation, preparation and presentation of the departmental budgets; oversee the maintenance of departmental fiscal records and budgetary controls; consult and coordinate with other departments, other agencies and user groups concerning coordinated purchasing, and building and fleet maintenance and repair, providing direction for major facilities remodeling and construction projects; serve on on-going advisory bodies including the Loss Control Commission; select, assign, direct, review and evaluate the work of subordinate staff; direct the preparation of requests for proposals, evaluates bids and negotiates contract agreements; work to assist departments and staff to select consultants and develop plans for facility remodels and major construction projects; oversee the establishment and maintenance of an automated inventory control program for each division; ensure that the department completes work within established policies and procedures, safety standards and time commitments; work with the County Administrative Officer to review the work of Emergency Services Coordinator and develop recommendations for the Office of Emergency Services; ensure that safety issues are identified and corrected to meet County, State and Federal requirements; appear before the Board of Supervisors to present recommendations, plans, projects, objectives, goals and timetables; prepare reports concerning projects, services, contracts and operations for the County Administrative Office, other agencies and the Board of Supervisors; evaluate legislation affecting departmental operations; encourage the training and professional development of top department personnel; direct the identification and evaluation of alternative or expanded revenue sources; prepare reports and correspondence; attend meetings and conferences.

Equivalent to graduation from college with a major in civil, electrical or mechanical engineering, architecture or closely related filed and four years of broad extensive, high level administrative or management experience.
