Typical Tasks
- Plan, organize, direct and monitor the County’s Equal Employment Opportunity program and ADA Compliance program;
- Enforce federal and state Equal Employment Opportunity laws;
- Investigate complaints pertaining to the Equal Employment Opportunity program areas;
- Prepare investigation reports;
- Respond to charges from the state and federal Department of Fair Employment and Housing and the Equal Employment Opportunity Commission;
- Develop, implement and monitor the County’s Equal Employment Opportunity Plan;
- Assist departments to develop and implement departmental Equal Employment Opportunity Plans that promote diversity;
- Conduct administrative review of all hiring/promotional personnel transactions for departments designated as needing support to ensure Equal Employment Opportunity;
- Provide oversight for the Personnel Recruitment Outreach Program to inform the public of employment opportunities and assist potential employees to apply for jobs;
- Develop and implement an employee retention program;
- May plan, develop and present in-house Equal Employment Opportunity/sexual harassment prevention;
- Training programs;
- Plan, develop and present public and in-house information programs to promote an understanding of the issues of ethnic/minority cultures, women, the disabled, and other protected classes;
- Keep abreast of legislation and court cases pertaining to Equal Employment Opportunity/harassment/discrimination and the ADA; Routinely evaluate personnel policies and practices and make appropriate recommendations to monitor compliance with Equal Employment Opportunity legislative and legal developments and regulatory and business requirements;
- Serve as internal consultant for Equal Employment Opportunity matters;
- Prepare reports required by regulatory agencies and the Board of Supervisors; administer the Equal Employment Opportunity/ADA complaint policy and investigate and recommend appropriate action to resolve or reconcile discrimination complaints and participate in related community networks;
- Serve as staff to the County Equal Employment Opportunity Commission;
- Seek to secure contract compliance with federal and state law from contractors who contract with the County;
- Serve as the 504 coordinator for the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990 Compliance Officer;
- Assist the County to meet provisions of the ADA with relation to employment and services for the disabled;
- Supervise, train and evaluate the work of subordinate staff;
- Prepare and implement the division budget;
- Plan and define computerized Equal Employment Opportunity record keeping systems;
- Attend meetings and conferences;
- Prepare correspondence and reports;
- Input, access and analyze data using a computer;
- Refer the public to proper agencies regarding discrimination and harassment issues;
- Supervise Volunteer Initiative Program contract which recruits and places volunteers with Santa Cruz County departments.

EDUCATION AND EXPERIENCE
Any combination of education and experience which would provide the required knowledge and abilities is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:
Four years of increasingly responsible professional personnel or labor-related experience in the area of equal employment opportunity, or
A four-year degree from an accredited university in the area of public administration or law may be substituted for one year of experience.
SPECIAL REQUIREMENTS
Possess and maintain a valid California Class C Driver License or provide suitable transportation which is approved by the appointing authority.
