Definition

Under direction, to act as the confidential representative for a member of the Board of Supervisors or to plan, organize and coordinate office management and administration for the Board of Supervisors; and to do other work as required.

Distinguishing Characteristics

Incumbents of positions in this class are appointed directly by and serve at the pleasure of individual members of the Board of Supervisors. One position is responsible for planning, organizing and coordinating office management and administration for the Board of Supervisors. This position is appointed by the chairperson and serves at the pleasure of all members of the Board of Supervisors. Positions receive a wide variety of assignments which require knowledge of community interests and governmental functions, entail considerable contact with community groups, officials and individuals, and emphasize collecting and analyzing information on complaints, programs, budgets and other issues affecting County government business. For incumbents, appointed by individual members of the Board of Supervisors, assignments are carried out within policy guidelines set by and at the direction of the individual Supervisor.

Typical Tasks

Investigates expressed concerns from the public; collects, assembles, analyzes and presents data and action proposals relating to a wide variety of community interests and governmental problems; responds to individual requests for information on governmental functions and community activities and programs; accompanies or officially represents a member of the Board of Supervisors when working with departments and other agencies; interviews complainants and may independently investigate complaints by personal visits, written communications or telephone; carries out a variety of special assignments such as researching new programs, evaluating services, and assembling information or possible grant applications; prepares reports and proposed policy statements; proposes new programs and drafts speeches and correspondence; provides advice and assistance to groups or individuals in obtaining services or resolving complaints; reviews legislation and literature and prepares briefs; may assist the Supervisor in overseeing the work of the Supervisor's Staff Assistant, interns and volunteers that work in the Supervisor's office; inputs, accesses and analyzes data using a computer; arranges meetings and schedules appointments; makes detailed travel arrangements for County related business activity. Plans, organizes and coordinates office management and administration for the Board of Supervisors office; develops and monitors the Department budget; selects, trains and evaluates clerical support staff; schedules and prioritizes work; develops and recommends policies and procedures then implements, as approved; researches requests to take action on pending legislation and recommends appropriate actions; serves as a liaison to the press on issues related to the Board's office as a whole; opens, routes and distributes mail; reviews incoming mail, researches issues and prepares responses; trains and orients new employees; answers inquiries from County departments, community agencies and the public; monitors Board actions and keeps current on pending issues; edits drafts; composes correspondence including letters, memoranda and proclamations; oversees the preparation of the written correspondence portion of the Board agenda; coordinates appointment of commission and committee members; attends meetings.

Employment Standards

Knowledge:

  • Working knowledge of community problems and programs, such as those designed to improve housing, land use, health services, employment opportunities and education;
  • Working knowledge of office management, and work organization, simplification and layout may be required for certain assignments;
  • Some knowledge of the functions, organization and activities of local, state and federal government and of related community programs;
  • Some knowledge of the principles and practices of public administration;
  • Some knowledge of public financing and budgeting;
  • Some knowledge of public information channels and methods;
  • Some knowledge of administrative survey and evaluative principles and techniques;
  • Some knowledge of the principles of supervision and training may be required for certain assignments.

Ability to:

  • Tactfully establish and maintain effective working relationships with a variety of groups and individuals;
  • Understand, interpret, explain and apply laws, rules policies and procedures;
  • Interpret programs and problems to policy makers and the public;
  • Plan, organize, coordinate, assign, direct and evaluate the work of clerical staff may be required for certain assignments;
  • Prioritize and schedule work;
  • Collect, assemble, analyze and present information and proposed actions in succinct and accurate written and oral form;
  • Maintain complex records and files;
  • Deal with confidential and sensitive material and maintain confidentiality;
  • Input, access and analyze data using a computer or word processing equipment.

Training and Experience: Any combination of training and experience which would provide the required knowledge and abilities listed above is qualifying.

SPECIAL REQUIREMENTS

Some positions may require possession of an appropriate California operator's license issued by the State Department of Motor Vehicles.
