Under general direction, to plan, organize, direct, and coordinate all activities related to the design, financing, and construction of the Capital Projects Division; and to do related work as required
Distinguishing Characteristics
This class manages the operations of the Capital Projects Division. Incumbents are accountable and responsible for overseeing the conceptual design and implementation of projects, coordinating with technical design staff during project design, directing the public involvement process for projects, overseeing project budgets, and coordinating construction, where appropriate.
Typical Tasks
- Plans, organizes, and directs the work of the Capital Projects Division;
- Supervises, trains, and evaluates the work of subordinate staff;
- Participates in the preparation of the Capital Projects budget;
- Works closely with the Executive Management Team and other departments in developing joint administrative procedures and solving complex design/construction issues;
- Formulates improvements and implements changes within the division;
- Prepares and/or reviews reports and correspondence;
- Participates in obtaining and monitoring grants and special funding sources;
- Oversees public involvement process for capital improvement projects;
- Makes presentations to the Board of Supervisors and other Agency Board of Directors;
- Reviews legal issues with County Counsel;
- Oversees the preparation of requests for bids and contracts for work performed by consultants, architects, landscape architects, and building contractors and award of such contracts;
- Develops and monitors project timelines and budgets;
- Appears before regulatory commissions and hearing bodies on behalf of the Capital Projects Division to present information regarding projects;
- Represents the Capital Projects Division on special community or technical committees;
- May prepare conceptual design plans for projects;
- Coordinates the division’s interaction with the Planning Department regarding land use, zoning, circulation, and community design related to Capital Projects;
- Performs complex and difficult special assignments and projects;
- Attends meetings and conferences.

Working knowledge of:
- Principles and practices of urban design, landscape architecture, and/or architecture related to community design and development.
- Capital Project principles and practices.
- Public improvement project construction.
- Community participation programs.
- Principles of supervision.
Some knowledge of:
- Laws and regulations related to land use planning and zoning.
- Principles and practices of budgeting and finance.
- Organization of functions of public governmental agencies.
- Commercial development, financing, and construction.
Ability to:
- Plan, organize, and direct the work of the Capital Projects Division.
- Supervise, train, and evaluate the work of subordinate staff.
- Exercise initiative, creativity, and sound judgement in solving complex design, construction, administrative, operational, and personnel problems.
- Establish and maintain effective working relations with the general public, boards, commissions, public officials, other county departments, other staff, and special community groups.
- Understand and communicate to others the goals for the division.
- Prepare/edit clear and concise administrative and technical reports.
- Make clear presentations on complex issues.
Training and Experience: Any combination of training and experience would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Four years of progressively responsible work experience with capital, construction, or engineering project management.
SPECIAL REQUIREMENTS
Possession of a valid California Class C Driver License or the employee must be able to provide suitable transportation which is approved by the appointing authority.
