Definition

Under direction of the County Administrative Office, analyze and make recommendations for the solution of complex problems of organization, budgets and administrative systems and procedures, and/or to supervise the work of lower level analysts; plan, organize and coordinate a countywide public information program; acts as the official channel of communication between the County and the public; and to do other work as required.

Distinguishing Characteristics

This classification is distinguished from lower classifications in the Administrative Analyst series by the assignment of more difficult and complex analytical duties. The Senior Administrative Analyst usually has responsibility for the analysis of the operations and budget of a complex department or a number of departments. Incumbents may be assigned lead analyst duties over one or more lower level analysts. The class is distinguished from the Principal Administrative Analyst class in that the Principal level may serve in a supervisory position in the County Administrative Officer's office and may act as County Administrative Officer in his/her absence.

Program assignments may include but are limited to: complex budget analysis, communications development and management of public information, county-wide program coordination, special purpose district management, space and physical layout management. Incumbents are expected to analyze programs, evaluate program effectiveness, and develop and implement solutions.

Typical Tasks

Depending on assignment, duties may include but are not limited to the following:

  • Makes special studies and investigations of administrative and budgetary problems;
  • Assists departmental officials with the solution of such problems through the preparation of reports and recommendations;
  • Analyzes department workloads and recommends staffing patterns;
  • Performs complex budget analysis and oversees budget conformity for multiple County departments;
  • Assists departments in establishing standard management procedures;
  • Conducts special studies and makes recommendations regarding acquisition and effective utilization of office space;
  • Collects, analyzes and interprets data relating to departmental and inter-departmental operations, including organizational structure, policies and procedures, and equipment requirements; 
  • Collects, assembles, analyzes and interprets complex data relating to departmental and inter-departmental operations including policies, functions, organizational structures, forms and procedures, work output and workload;
  • Prepares accompanying narrative and statistical reports;
  • Develops and recommends adoption of improved management practices through research and analysis; 
  • Prepares narrative and statistical reports in a wide variety of administrative and management areas, and makes recommendations in connection with these studies;
  • Prepares operating manuals and organization and work flow charts;
  • Prepares information on operations and activities of various County departments and agencies for dissemination to various communications media;
  • Keeps the public informed about the operations and objectives of County government;
  • advises County management in the development and maintenance of effective current and long range communication policies, plans and practices;
  • Develops County policies, guidelines and procedures for communications and dissemination of information;
  • Assists in the development of a strategic plan for media, informational and educational programs relating to the County;
  • Researches emerging issues and reviews informational and program activities, makes modifications as needed and identifies opportunities to generate positive media coverage of the County;
  • Responsible for release of information upon request under the provisions of the California Records Act
  • May act as lead for lower level analysts;
  • Conducts and/or attends meetings as required;

Training and Experience: Any combination of training and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain these knowledge and abilities would be:

One year of experience performing duties comparable to an Associate Administrative Analyst in Santa Cruz County.

OR

Graduation from an accredited  college with a Bachelor’s degree  Public Administration, Finance, Economics, Business , Journalism, Communications, Public Relations,  or a closely related field AND three years of progressively responsible experience that would provide the required knowledge and abilities.
