Definition

Under direction, plans, organizes, evaluates, supervises and coordinates accounting and fiscal activities; coordinates budget preparation, control, management and analysis; prepares complex financial reports and proposals; establishes and maintains fiscal procedures; and does other work as required.

Distinguishing Characteristics

This single position class is responsible for supervising the centralized accounting and fiscal unit of the  Department. The incumbent is responsible for advising staff on funding levels, coordinating budget preparation, analysis and management, establishing and maintaining fiscal procedures for the department.

Typical Tasks

Plans, organizes, evaluates and coordinates accounting, audit and internal control and fiscal control programs; supervises, trains and evaluates the work of subordinate staff; establishes priorities; assigns and prioritizes work to meet deadlines; provides technical assistance to staff concerning financial planning and reports; coordinates budget preparation, control, management and analysis; prepares complex fiscal reports and the fiscal portion of grant proposals; establishes fiscal work programs and sets time tables for completion; analyzes, reviews and develops indirect cost allocation plans, cost recovery plans including development and implementation of fee schedules, and analyzes revenue trends; approves and monitors continuing agreements; evaluates procedures and practices and revises or augments as required; establishes internal controls and a cost accounting systems; serves as an internal consultant to the  staff on fiscal programs, practices and procedures; analyzes grant regulations and applications to assure compliance with applicable fiscal rules and requirements; coordinates computerized accounting records and reports; develops systems controls for personnel/payroll actions; establishes, revises and implements procedures and guidelines as approved; reviews and analyzes State and Federal fiscal procedures and requirements; develops and maintains departmental forms and systems for fiscal transactions, record keeping and budgetary controls; prepares fiscal year estimated and actual expenditures for multiple budget units and funds; projects anticipated revenues; represents the Department during audits; participates in the preparation of outside audit services; develops responses to audit findings; attends meetings and conferences; performs special assignments; prepares reports and correspondence; inputs, accesses and analyzes data using a computer.

  • Develop or revise accounting systems to meet changing needs.
  • Establish and maintain effective working relationship with departmental staff and others contacted in the course of work. 
  • Evaluate fiscal policies and practices, define problems, and develop solutions.
  • Plan, coordinate and initiate action necessary to implement recommendations, new procedures and new methods.
  • Learn to operate a computer terminal to input, access and analyze data.

Training and Experience: Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying. A typical way to obtain these knowledge and abilities would be:

Three years of increasingly responsible accounting and budget control experience which includes one year as a fiscal supervisor or manager.
