Definition

Under general direction, coordinate, order and schedule the day-to-day operations of juvenile hall or a satellite office of the Probation Department; supervise and train subordinate staff; and perform other work as required.

Distinguishing Characteristics

This class is responsible for coordinating, organizing and scheduling the day-to-day operations of the Juvenile Hall, a 24-hour, 7-day per week program for the detention, care, safety and health of juveniles involved in the criminal justice system or providing day-to-day supervision of Adult and Juvenile Probation staff stationed in a satellite Probation Office. This class differs from the class of Probation Division Director in that the latter is responsible for managing the Juvenile Hall or an entire Probation Division. This class differs from the class of Institutional Supervisor or Deputy Probation Officer III in that the latter are responsible for the operation of Juvenile Hall on an assigned shift or are responsible for a single unit within the Probation Department and/or to perform the most difficult, complex and specialized Probation casework assignments. The incumbent acts for the Probation Division Director as assigned.

Typical Tasks

Coordinate, organize and schedule day-to-day operations of Juvenile Hall which provides a coordinated program for detention, care, safety, education, recreation and health to juveniles in the 24-hour/7-day per week institution; supervise the Adult and Juvenile Probation staff assigned to a satellite Probation Office; assist in developing long-range plans, policies, procedures, programs and services; serve as a management team member to implement policies, procedures and programs; supervise, train and evaluate subordinate supervisory and clerical staff or staff providing care and detention services for juveniles, food service and housekeeping service; work with staff to solve the most difficult conduct, attitude or other special problems of juveniles or defendants on probation; provide consultation and guidance to staff to solve the most difficult casework problems; assist staff in handling emergencies; coordinate the volunteer and student intern program in the Juvenile Hall or satellite office; make presentations to schools and community programs and explain programs to the public and media; conduct training needs assessment, evaluate training resources and programs and coordinate and schedule training; may research, design and present in-house training programs; confer with the Probation Division Directors and the Chief Probation Officer as needed to remain current on legislation, legal requirements and budget requirements; keep abreast of current trends in juvenile behavior, adult and juvenile gangs, cults and groups, philosophy of Probation and incarceration, methods of treatment and available community resources; prepare correspondence and reports; attend meetings and conferences; input, access and analyze data using a computer; may conduct pre-employment background investigations mandated for all Group Supervisor and Deputy Probation Officer positions.

Education and Experience:

Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain these knowledge and abilities would be:

One year of experience equivalent to a Deputy Probation Officer III in the County of Santa Cruz. Work history must include experience working with juveniles. OR

One year of experience equivalent to an Institutional Supervisor in the County of Santa Cruz in a juvenile detention facility. OR

One year of experience equivalent to a Supervising Corrections Officer in the County of Santa Cruz. Work history must include experience working with juveniles.

Special Requirements/Conditions:

License Requirement: Possession of a valid California class C driver license.

Background Investigation: Ability to pass a full background investigation to meet provisions of Government Code 1029, 1029.1 and 1031.

Special Working Conditions: Exposure to: the possibility of bodily injury; infections which may cause chronic disease or death; combative minor detainees; offensive odors; high noise levels; insect bites; dust and pollens.

Other Special Requirements: Availability to work on an emergency, as needed basis.
