Typical Tasks
- Plan, develop, conduct, assess, schedule and coordinate all agency training needs;
- Meet with managers and supervisors on an ongoing basis to identify training needs and develop training plans;
- Identify funding, logistics, presentation format and scheduling, and necessary equipment and supplies;
- Negotiate and prepare contracts and contract modifications with outside vendors to provide training;
- Work with County Counsel and Risk Management to obtain approval for contracts and agreements as needed;
- Review county letters, notices, regulations, Board directives, agency mission statements, program goals, and community political and social issues to determine the need for new training programs or revisions to existing programs;
- Develop the annual training plan to be submitted to the state as well as the agency’s internal training plan;
- Create the annual training budget, including equipment and position requests as needed;
- Assess the effectiveness of all training provided to agency staff, including developing testing and assessment tools to evaluate training effectiveness, retention, and deficiencies;
- Participate in state and consortium activities to stay current with training techniques and issues in other counties;
- Analyze new regulations, program changes, legislation, and community input on social services issues;
- Make public presentations at Board of Supervisors meetings and other community forums;
- Develop policies and operating procedures for the Staff Development Unit;
- Select, train, assign, direct, and evaluate the work of subordinate training staff;
- Develop and oversee internship programs;
- Research and prepare training materials, including instructional literature, manuals, and brochures.

- Move training equipment and supplies such as an overhead projector, boxes of training materials or set up a training room.
Education and Experience:
Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain these would be:
Equivalent to a Bachelor's degree with major course work in psychology, sociology, social welfare, social/human services or other behavioral science, education or business, public, or personnel administration AND two years of experience planning, organizing, and conducting staff or educational development programs in a commercial, industrial educational or governmental organization. One year of the required experience must have included responsibility for staff supervision, program planning and evaluation.
Special Requirements/Conditions:
License/Certificate/Registration/Professional Membership Requirements: Possession of a valid California class C driver license, or the ability to provide suitable transportation which is approved by the appointing authority.
Special Working Conditions: May work evenings and/or weekends conducting training or attending meetings.
Note: This classification has a 6-month probationary period.
