Definition

Under administrative direction, plans, organizes and directs the operations of the Office of Response, Recovery and Resiliency (OR3). Coordinates County emergency and disaster related efforts in planning, response, recovery, and resiliency issues. Supports climate resiliency coordination across County departments in adherence to County Climate Action Strategy. On behalf of the County Administrative Office, provides strategic and operational oversight to county agencies involved in emergency response, recovery, or resiliency matters. Ensures appropriate systems, processes, protocols, and training are in place for the full scope of possible emergencies and disasters. Coordinates continuity of operations programs. Promotes and coordinates response and recovery activities with local agencies and districts and the State and Federal organizations in keeping with the overall County Emergency Management Program. Promotes public awareness and preparedness for emergencies, disasters, and climate change. Manages the staff directly assigned to the program. Performs related duties as required.

Distinguishing Characteristics

This single position class is responsible for the management of the overall activities of the Office of Response, Recovery and Resiliency. The duties and responsibilities of the position require a high degree of administrative skill to maximize emergency response capabilities, to coordinate activities of the OR3 with other County departments and other jurisdictions, and to oversee complex projects involving multiple County functions and policy areas.  The position works with the County Administrative Office and the Board of Supervisors regarding the status of the OR3 programs and serves as a point of contact for Supervisor offices to support responding to and assisting in resolving constituents’ questions and concerns regarding emergency response, short- and long-term recovery, and County resiliency efforts.  When the Emergency Operations Center is activated, this position may serve as the Emergency Operations Center Director or primary Incident Commander as delegated by the County Administrative Officer. This position receives direction from the County Administrative Officer or Assistant County Administrative Officer.

Typical Tasks

·       Plans, organizes, directs, coordinates, and controls the programs and activities of the Office of Response, Recovery and Resiliency through subordinate staff;

·       Plans, organizes, and implements emergency response, recovery and resiliency programs and policies;

·       Establishes goals, tasks, milestones, and timelines to prepare for, respond to and recover from declared disasters as well as to increase the County’s resilience to future disasters including climate change;

·       Develops plans to mobilize materials and resources to respond to emergencies;

·       Oversees trainings and exercises to determine adequacy of disaster preparations;

·       Develops plans for maintaining the Operational Area Emergency Operations Center;

·       Develops short- and long-range goals for programs and activities;

·       Analyzes and evaluates the effectiveness of existing operations and implements improvements in department services;

·       Reviews program funding needs and directs and participates in the formulation, preparation, and presentation of departmental budgets;

·       Oversees development and maintenance of departmental records;

·       Consults and coordinates with other departments, other agencies and user groups and the community concerning coordinated planning of emergency response, recovery, and resiliency programs;

·       Serves on ongoing advisory bodies as needed;

·       Selects, assigns, directs, reviews, and evaluates the work of subordinate staff;

·       Directs the preparation of grant applications and contract agreements;

·       Appears before the Board of Supervisors and other state or federal bodies to present recommendations, plans, projects, objectives, goals, and timetables;

·       Prepares reports concerning projects, services, contracts, and operation for the County Administrative Office, other agencies, and the Board of Supervisors;

·       Evaluates legislation affecting departmental operations;

·       Ensures sufficient training and professional development of key County personnel involved in emergency response and operations during activations;

·       Prepares reports and correspondence;  

·       Attends meetings and conferences.

Employment Standards

Knowledge of:

Thorough knowledge of:

·       Principles and practices of emergency management.
·       Laws, rules, and regulations governing the establishment and maintenance of emergency services systems.
·       Modern equipment and systems utilized in emergency management including the National Incident Management System (NIMS), California Incident Command System (ICS), State Emergency Management System (SEMS), State Response Information Management System (RIMS), and Geographic Information Systems (GIS), or equivalent systems.
·       Conditions leading to major emergencies, their effects, mitigation, response lines, resource requirements, damage assessment, recovery methods, and safety and survival procedures.
·       Operation of an emergency operations center.

 

Working knowledge of:

·       Federal and state policies and guidelines for emergency services and assistance.

Education and Experience:

Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain these would be:

·       Possession of a bachelor’s degree in Emergency Management, Public Policy, Public Administration, or related field.                     

AND

·       Five years of management experience, which includes delivery of emergency management, preparedness, response, and recovery services in a local, state, or federal agency, or related experience that demonstrates the ability to perform the essential functions of the classification. Experience must include at least one year of supervision.

·       A master’s degree or higher degree may substitute for one year of experience except for the required one year of supervision.

DESIRED QUALIFICATION

· Certified Emergency Manager from the International Association of Emergency Managers is highly desirable.

Special Requirements/Conditions:

Possession and maintenance of valid Class C California Driver License issued by the California State Department of Motor Vehicles by the time of appointment.
