Typical Tasks
- Plans, directs, reviews, and coordinates a specific Health Services program with County-wide impact;
- Supervises, trains and evaluates the work of professional and clerical support staff;
- Prepares budget materials for assigned program services;
- Reviews legislation in assigned program areas and makes recommendations;
- Prepares grant applications and administers grant funded and contracted programs and services;
- Develops performance standards and evaluates staff and programs;
- Provides consultation and assistance to subordinates, and makes decisions on difficult health and case management problems;
- Keeps superiors informed of activities and unusual problems;
- Develops and implements systems to monitor the quality and outcome of services to meet funding and community requirements;
- Reviews, evaluates and coordinates medical and financial case management;
- May review medical reports and determine eligibility, or consults with State experts on the most difficult and complex cases;
- Conducts outreach to ensure community awareness of the program;
- Maintains positive public relations with physicians, State and community agencies;
- Keeps informed on current research, trends and issues affecting assigned program;
- Develops and maintains standards of care;
- Interprets agency policies, programs and procedures to subordinates;
- Coordinates activities with administrative, medical and other staff;
- Assures that records systems are accurately maintained;
- Solves difficult personnel problems;
- Participates in various committees;
- Prepares written and oral reports, and monitors and oversees the preparation of complex reports and records;
- Provides liaison with other agencies, organizations, consumer groups, and hospitals;
- Coordinates community meetings, staff meetings and conferences;
- May input, access and analyze data using a computer;
- May provide vacation or other temporary relief for other supervisors or managers;
- Attends meetings and conferences.

EMPLOYMENT STANDARDS
Knowledge of:
- Thorough knowledge of the principles and practices of Health Services program administration;
- Working knowledge of community resources and health services available for the assigned program;
- Working knowledge of health terminology and the cost and funding sources of health care for the assigned program;
- Working knowledge of complex psycho-social problems affecting the population served;
- Some knowledge of program management, including funding sources, grant proposal writing, program evaluation budget and fiscal management;
- Some knowledge of the principles of supervision and training;
- Some knowledge of the principles of public relations;
- Some knowledge of the health conditions and unusual medical treatment for the population served.
- Some knowledge of computers and their use in health care field.
Ability to:
- Plan, organize, coordinate and direct a health program and related sup port services;
- Train, supervise and evaluate the work of subordinate staff;
- Understand, interpret, explain and apply laws, rules and regulations;
- Establish and maintain effective working relationships with others;
- Prepare and monitor a budget, develop policies and procedures and evaluate program effectiveness;
- Prepare grant applications and contracts;
- Speak effectively before groups;
- Prepare and present clear and concise reports and correspondence;
- Learn to input, access and analyze data using a computer.
Education and Experience:
Any combination of training and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Possession of a Bachelor's degree from an accredited college or university in health care administration, a public health field, health science, nursing, psychology, social work, marriage and family counseling, life sciences, physical sciences, or in a management field such as public or business administration.
AND
One year of administrative, supervisory or management experience in a program area to which the position is assigned. Some positions may require a Master's degree pursuant to State law.
Special Requirement:
License Requirements: All positions require possession and maintenance of a valid California class C driver’s license or the ability to provide suitable transportation approved by the appointing authority. Some positions require one of the following licenses or certificates issued by the State of California: Clinical Psychologist; Registered Nurse; Public Health Nurse; Clinical Social Worker; or Marriage Family and Child Counselor. If licensed in another state, State of California licensure must be obtained within eighteen (18) months from the date of employment.
Special Working Conditions: All assignments: Exposure to infections which may cause chronic disease or death may occur in the course of physical intervention to control client behavior; contact with potentially hostile or violent individuals. Juvenile Hall and Acute/Emergency Services assignments: Exposure to noise, such as people yelling. Children's Ser vice assignment: Exposure to disturbing material, such as photos of abused children.
Note: This classification has a 6 month probationary period.
