Under general direction, plans, organizes, directs, coordinates and evaluates the services of major programs within the County's Mental Health and Substance Abuse Services Division; coordinates and acts as liaison between assigned program areas, division management, and other State/County agencies; and assists the Director and Sr. Behavioral Health Managers in the over-all administration of the Mental Health and Substance Abuse Services Division. Employees in this classification supervise the work of professional, technical and clerical staff and do other work as assigned.
Incumbents of this classification receive direction from the Sr. Behavioral Health Managers in Mental Health and Substance Abuse Services and are responsible for the management and over-all quality/effectiveness of a major divisional unit with multiple programs providing direct client services. Incumbents also serve as liaison between Federal, State and other funding sources, division management, staff members and clients and provide coordination of functions and advocacy of programs. This classification requires strong management and communication skills as well as problem-solving skills and the ability to participate effectively in the decision-making process. This classification also requires a high degree of professional knowledge in the areas of mental health and/or Substance Abuse treatment/support services. This classification is distinguished from the lower level classification of Mental Health Supervising Client Specialist by the former's responsibility for broad and multiple program areas.
Plans, organizes, directs and manages assigned major program areas and client services for the Mental Health and Substance Abuse Services Division of the County's Health Services Agency; participates with Director Sr. Behavioral Health Managers in Mental Health and Substance Abuse Services in the planning, implementation, and on-going evaluation of the quality and effectiveness of client care and support services; participates in case conferences and team meetings to review individual needs and service plans; provides ongoing liaison with human service providers around issues of treatment and care; negotiates and enacts inter-agency service agreements; offers technical assistance and support to other service providers and works with these agencies to identify and develop needed health care services; develops, in conjunction with the Director and Sr. Behavioral Health Managers in Mental Health and Substance Abuse Services, program unit's budget, staffing and resource needs, and administrative procedures which involves researching and analyzing a variety of factors related to decision making process such as client needs, Agency and/or funding sources objectives/priorities; acts as liaison and major resource person for assigned program areas and the community, other agencies/organizations, and the State and Federal government; monitors and evaluates program quality and effectiveness in terms of client services, Agency goals and objectives, monetary and regulatory constraints and compiles and analyzes pertinent data and presents conclusions; attends and participates in a variety of inter and intra-Agency meetings, State conferences/workshops, and other professional exchanges to represent Mental Health and Substance Abuse Services and assigned program areas; negotiates and develops contracts with outside organizations and companies to provide necessary mental health and/or substance abuse services to Agency clients; prepares proposals for various grant and funding sources in support and enhancement of assigned program areas; conducts staff meetings, workshops and conferences to promote, communicate and initiate established policies and procedures and to monitor program activities and their effectiveness; advises staff in clinical professional and/or administrative matters; interviews, selects, hires and evaluates professional and support staff; plans and oversees the proper orientation, training, development and supervision of all assigned program staff; and, utilizes behavioral and physical techniques in emergency situations, to prevent injury to clients, staff and others.
Training and Experience:
Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying. A typical way to obtain these knowledge and abilities would be:
At least three years of licensed or certified professional experience in a multi disciplinary mental health and/or substance abuse program, which includes experience in administrative management and/or clinical supervision that demonstrates possession of the knowledge and abilities.
Completion of academic coursework and training as defined in Title IX of the California Administrative Code of one of the following:
License Requirement: Possession of a valid California class C driver license. Possession of one of the following California licenses or certifications: Clinical Psychologist; Registered Nurse; Clinical Social Worker; Certified Alcohol and Drug Counselor; or Marriage Family and Child Counselor. If licensed or certified in another state, must obtain appropriate California license or certification within eighteen months from the date of employment. If working in a mental health setting, must be licensed as a Clinical Psychologist, Registered Nurse, Clinical Social Worker or Marriage, Family and Child Counselor.
Special Working Conditions: All assignments: Exposure to infections which may cause chronic disease or death may occur in the course of physical interventions to control client behavior; contact with potentially hostile or violent individuals. Juvenile Hall and Acute/Emergency Services assignments: Exposure to noise, such as people yelling. Children's Service assignment: Exposure to disturbing material, such as photos of abused children.
