Under direction, to oversee all water or wastewater treatment operations, assist in the preparation of treatment plant budgets, plan, assign and supervise the work of a crew operating and maintaining wastewater or water treatment plants, and to perform other duties as required.

This classification is the first full supervisory level in the Plant Operator series. The Treatment Plant Operations Supervisor is responsible for supervision and direction of employees operating and performing maintenance on the County's wastewater or water treatment plants. This class is distinguished from the lower level class of Senior Treatment Plant Operator which is the lead and advanced journey level in the series and may be designated as chief plant operator for a wastewater treatment plant. This class is distinguished from the higher class of Sanitation Superintendent which has management responsibility for all Sanitation maintenance operations, including plants, pump stations, transmission lines and administrative functions.

Plan, assign, schedule, supervise and direct the work of the Plant Operations Crew which performs maintenance, monitoring, repair and operation of the County's wastewater or water treatment plants, and corrosion control program in the force mains; train and evaluate the work of subordinate staff; assist the Sanitation Superintendent in the preparation of the plant operations budgets, and in selecting and taking appropriate corrective action of subordinate staff; coordinate and schedule the use of treatment plant equipment; coordinate and/or perform complex repairs and installations related to treatment plants, equipment and telemetry systems; inspect and monitor treatment plants to insure compliance with all Federal and state regulations and water and wastewater treatment standards and operational reliability of the physical plant at each facility; oversee water sampling for diagnostic testing purposes; develop safety programs and conduct safety meetings; use a computer to input, access, and analyze data related to treatment plant operations; investigate public complaints concerning treatment plant operations and take appropriate actions to solve problems; oversee the maintenance of plant operations records; prepare reports and written correspondence; design, recommend, and implement policies and procedures and work simplification techniques related to treatment plant operations; coordinate and maintain communications with the Water Quality Control Board Office of Operator Certification, Sanitation engineering, County Environmental Health and other agencies as required. Monitors lab test results, and plant processes; prepares and reviews reports submitted to regulatory agencies and other technical reports; directs professional development program for operations and staff. May perform any of the duties assigned to the plant operators, generally performs skilled work in participating in these activities and provides technical direction as needed; interpretation of meter work in participating in these activities and provides technical direction as needed. May conduct tours of facilities. May be called on during off hours to assist with emergencies related to plant operation and maintenance. Supervise the monitoring of gauges, meters, and control panels; observation of variations in operating conditions, interpretation of meter and gauge readings and testing of results to determine processing requirements. Assist in the evaluation of equipment, prioritizing repair assignments, requisition of spare parts and other maintenance needs.

Knowledge of:

Thorough knowledge of:

• Mechanical, electrical, pneumatic, and hydraulic principles related to water and wastewater treatment plant operations.
• Chemistry and mathematics used in operation of a plant.
• The methods, materials and tools used to operate, maintain, monitor and repair water or wastewater treatment plants.
• Safety practices required in water and wastewater treatment operations.
• Regulations related to the treatment, transmission and disposal of TREATMENT water and wastewater.

Working knowledge of:

• The principles and practices of supervision and training.

Some knowledge of:

• The application of data processing to sanitation operations.

Ability to:

• Plan, assign, schedule, supervise, direct, train and evaluate the work of subordinate staff operating and maintaining water and wastewater treatment plants on a 7 day week, 24 hour day basis.
• Diagnose malfunctions in wastewater and water treatment plants and determine appropriate corrective action.
• Read, understand, interpret and apply regulations relating to water and wastewater treatment standards.
• Operate a computer to input, access, and analyze data.
• Estimate equipment, material and labor needs.
• Assist in budget preparation, monitoring and administration.
• Maintain records and prepare reports and correspondence.
• Establish and maintain effective working relationships.
• Lift items weighing up to 75 pounds.
• Perform tasks requiring strength, such as lifting equipment onto trucks, climbing over rough terrain and pulling hoses up embankments.
• Drive vehicles such as pick-up trucks and utility trucks.
• Distinguish colors, such as color-coded wires or chemical test.

Education and Experience:

Any combination of education and experience which would provide the required knowledge and abilities is qualifying, unless otherwise specified. A typical way to obtain these knowledge and abilities would be:

• One year of experience comparable to Senior Treatment Plant Operator in Santa Cruz County which includes experience in a lead or supervisory position.

Special Requirements/Conditions:

• License Requirement - Possession of a valid California Class C drivers license.
• Wastewater Position - Possession of a Grade III or higher Wastewater Treatment Plant Operator Certification issued by the California State Water Resources Control Board. Possession of a Grade II Water Treatment Plant Operator Certification and a D1 Water Distribution Operator Certification issued by the California State Department of Health Services. 
• Water Position - Possession of a grade III or higher Water Treatment Plant Operator Certification and a D1 Water Distribution Operator Certification issued by the California State Department of Health Services. Possession of a Grade II or higher Wastewater Treatment Operator certification issued by the California State Water Resources Control Board. 
• Special Working Conditions: Exposure to: variable temperatures and weather conditions; confined work spaces; heights, such as on ladders; high levels of noise; strong, unpleasant odors; infections which might cause chronic disease or death; electrical hazards; raw sewage; dust; and the possibility of experiencing burns, bodily injury or contact with toxic substances or chemical irritants.
• Other Special Requirements: 
• Availability to work irregular hours, including weekends and holidays, as well as responding to 24-hour emergency calls.
