Typical Tasks
- Plans, organizes, manages and coordinates the operation and maintenance of County buildings and equipment and the provision of custodial services;
- Through subordinate supervisors, directs the work of general maintenance, custodial and plant maintenance staff;
- Reviews work orders and determines priorities in light of available staff and materials;
- Reassigns subordinates between crews and projects as needed to meet deadlines and workload demands and to cover absences;
- Selects, directs, trains and evaluates subordinate staff;
- Schedules vacations, assigns work schedules, prepares and/or reviews employee performance evaluations prepared by subordinate supervisors, and resolves informal complaints and grievances;
- Ensures that the work of the Division is completed in a timely manner and that work is performed in accordance with Departmental policy and accepted standards;
- Ensures that safety standards are observed;
- Meets with fire, safety and regulatory inspectors to discuss possible hazards and corrections;
- Works with departmental representatives and officials to determine scheduling and the nature of building alterations and repairs;
- Provides information on possible alterations and time and material costs;
- Schedules work to minimize disruption to operating departments;
- Reviews subordinate-prepared cost estimates, purchase orders, progress and activity reports, paint schedules, preventive maintenance records and equipment records;
- Develops specifications for bidding purposes;
- Contacts suppliers to locate and expedite delivery of materials and supplies;
- Meets with contractors and consultants to provide and obtain information on building structure and mechanical plant alterations, installations and construction;
- Provides project management for contract projects;
- Develops project calendars;
- Coordinates materials and staff for large projects;
- Directs and prepares cost estimates and orders materials for major projects;
- Coordinates the work of private contractors engaged in alteration or repair of buildings;
- Inspects work of contractors to ensure work is performed satisfactorily;
- Maintains blueprints, records, reports and required plans for building facilities, such as hazard materials management plans;
- Develops long-range plans for major County improvement and maintenance projects;
- Prepares periodic progress and other reports;
- As back-up to the Emergency Services Coordinator, directs the operations of emergency services, mobilizes materials, directs staff to meet emergency needs and keeps the County Administrative Officer informed of the status of emergency-related activities.

- Methods, practices, tools and materials used in facilities maintenance, repair and alteration work.
Working knowledge of:
The principles and practices of supervision and training.
- Building and fire codes and safety rules and regulations, such as Uniform Building, Electrical and Plumbing Codes, OSHA and EPA regulations, SB198 standards and ADA requirements.
- Standardized job sequences used in building construction and of information sources used in estimating material and labor costs.
Some knowledge of:
- Electrical, plumbing, heating and air conditioning systems found in large and small office and institutional buildings.
- Custodial services operations.
- Additional knowledge required as back up to the Emergency Services Coordinator:
- Federal and State policies and plans for emergency services and assistance.
- Local government operations and organization.
- Principles and practices of organization and management.
Ability to:
- Assign, coordinate, direct and evaluate the work of subordinate supervisors and staff.
- Plan, organize and manage operation and maintenance activities for County buildings and equipment.
- Identify needs and recognize problems of building alteration and repair projects in order to establish work priorities or make appropriate operational changes.
- Evaluate Facilities Management operations and procedures and develop techniques and procedures to increase efficiency and effectiveness.
- Read and interpret complex reports, regulations, standards and laws pertaining to buildings and equipment, public access, fire and safety, environmental concerns, etc.
- Read and interpret plans and blueprints and evaluate working sketches and building construction specifications.
- Accurately estimate equipment, labor and material costs for repair, re modeling, maintenance and construction projects.
- Instruct personnel in work methods and departmental procedures and policies.
- Prepare specifications for building repair, remodeling and maintenance work.
- Prepare standardized reports and maintain accurate records.
- Establish and maintain effective relationships with those contacted in the course of work.
Additional abilities required as back up to the Emergency Services Coordinator:
- Analyze emergency situations accurately and adopt an effective course of action.
- Coordinate departmental and divisional activities with other departments and agencies.
- Exercise initiative, ingenuity, and sound judgement in solving difficult administrative, budgetary, personnel and technical problems.
- Prepare and present clear, comprehensive and concise oral and written reports.
Education and Experience:
Any combination of education and experience that would provide the required knowledge and abilities is qualifying, unless otherwise specified. A typical way to obtain these knowledge and abilities would be:
Four years of increasingly responsible experience in one or more of the following: general building maintenance for office and institutional buildings; mechanical plant equipment maintenance and repair; and provision of custodial services for office and institutional buildings. At least two years of the qualifying experience must have included supervisory responsibilities.
Special Requirements/Conditions:
License Requirement: Possession of a valid California class C driver license.
