Definition

Under direction, to manage information technology operations and projects across multiple large-scope functions, including operational and strategic planning, resource allocation, budgeting, and staffing; and to do other work as required.

Distinguishing Characteristics

Incumbents are responsible for managing multiple IT functions across diverse County businesses, including customer relations and support with a countywide focus and impact, or managing multiple IT functions in a large County department with a large IT staff (typically twelve or more). Errors affect both single and multiple county-business areas and may have county-wide impact.

Typical Tasks

  • Manages multi-function IT programs across diverse County businesses or in a large County department, supervising staff and/or assigned supervisors or subordinate managers directly. Mentors and fosters professional development of staff.
  • Establishes strategic and operational goals and achieves them by working through subordinate managers and supervisors. Develops and implements strategic and operational plans, policies and procedures impacting multiple facets of county business.
  • Develops, maintains and enhances architectural framework with corresponding processes to support a countywide or large department infrastructure.
  • Works to leverage resources, systems and services to eliminate redundancy and increase efficiency.
  • Develops alternate project plans, problem resolutions, and project budgets based on customers? needs and financial and/or staff constraints.
  • Manages timelines and resource allocations for multiple projects.
  • Prepares clear and concise administrative and technical reports.
  • Present and explain technical concepts to technical and non-technical staff.
  • Makes formal recommendations regarding tools, techniques, and methodologies.
  • Develops, prepares and monitors program budget.
  • Spends part of their time as an individual contributor to the department or function.
  • Performs other related duties as required.

  • Current principles, practices, methods and tools used in overseeing the design, development, support and/or implementation of software and hardware solutions, systems, or products in the functional areas of the assignment.
  • Principles and methods used in hardware and software acquisition and integration.

  • Define problem areas, collect and evaluate data, validate conclusions, and make recommendations.
  • Present and explain technical concepts to technical and non-technical staff.
  • Produce results in a timely and efficient manner for own work and work of direct reports.
  • Use good judgment and work with minimal direction.
  • Work cooperatively and effectively with other staff members, customers, vendors and contractors.
  • Communicate effectively, both orally and in writing.  

Education and Experience:  

Any combination of training and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:  

Master's Degree from an accredited college or university in computer science, business or public administration or a related field and two years of IT management or IT supervisory experience.

OR

Bachelor's Degree from an accredited college or university in computer science, business or public administration or a related field and three years of IT management or IT supervisory experience.

OR

Five years of IT management or IT supervisory experience.

SPECIAL REQUIREMENTS:
Background Investigation: Some positions may require fingerprinting and/or background investigation.
License: Possession and maintenance of a California Class C Driver License.
Other Special Requirements: Availability to work irregular hours, which may include evenings, nights, weekends and holidays.
