Definition

Under general direction provides overall management for maintenance, planning and operation of county parks, beaches, landscape areas, and open space preserves within assigned geographic areas; supervises and manages assigned staff, department programs and functions; coordinates recreational programs and activities with other department teams and stakeholders. Performs related work as required.

Distinguishing Characteristics

The Parks Superintendent is a management level classification which has management responsibility for the effective operation of both programmatic and geographic components of an assigned area within the Department of Parks, Open Space and Cultural Services

This class differs from the next lower classes of Parks Maintenance Supervisor, Aquatics Supervisor, and Recreation Supervisor which are at the first full supervisory level in their respective series, and are responsible for running programs in their respective areas.

Typical Tasks

  • Plan, organize, manage and coordinate the County-wide parks maintenance, recreational facilities, natural resources, and landscaped grounds within assigned areas of responsibilities including but not limited to the operation, repair and maintenance of park structures, and water systems;       
  • Plans, develops and manages recreational, aquatics, educational and interactive programs and services;      
  • Assesses the quality of programs and services using quantitative measurements;        
  • Manages and oversees coordination of a variety of ongoing and annual programs and events at a variety of locations;       
  • Select, train, assign, schedule and evaluate the work of subordinate staff;         
  • Coordinate parks maintenance with current and future park planning and acquisition;        
  • Establish and maintain procedures for public safety and protection of park facilities;        
  • Assure that pesticide use and hazardous waste disposal meets legal requirements;         
  • Maintain and control division budget;        
  • Prepare and update the maintenance and operational manual;        
  • Prepares components of the regional and community parks master plan;       
  • Evaluate maintenance and construction operations and develop new techniques and procedures to improve effectiveness;       
  • Oversee inventory control and purchasing of services and supplies;       
  • Prepares and administers grants and contracts, prepares requests for proposals;         
  • Reviews bids and recommends contract agreements;         
  • Negotiates and prepares contracts for outside services, inter-agency agreements and others;         
  • Handle questions and complaints from the public;        
  • Represent the division at local community meetings and activities;       
  • Prepare reports and correspondence;         
  • Conduct and attend meetings and conferences;
  • Input, access and analyze data using a computer, may serve as the department head in the absence of the director, and may serve as staff representative to commissions, committees and/or task forces;       
  • Develop and deliver on-the-job training;     
  • Assist subordinate supervisors on handling operational problems;       
  • Select, supervise, and evaluate the work of personnel;        
  • Plan and coordinate staff training and development programs;       
  • Direct personnel actions such as promotions, transfers, discharges and disciplinary measures.

  • Define, analyze, evaluate and solve problems with services and programs
  • Ensure that staff understand and follow safety procedures and design and conduct ongoing safety programs

Education and Experience:

Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:

Bachelor’s Degree with major course work in natural resource planning, parks administration, or related field.

AND

Four (4) years of increasingly responsible experience in the management, operation or protection of a park, forest, public recreational, or historical area including two (2) years of experience as a supervisor.

OR

Possession of a two (2) year college degree from an accredited college.

AND

Six (6) years of experience in the management, operation or protection of a park, forest, public recreational, or historical area three (3) of which should be as a supervisor.

Special Requirements: May work irregular hours or schedules.

License, Certificate Requirements: Valid Class C driver license; certification from a nationally recognized Pool Certification Program, may be required

Special Working Conditions: Exposure to: variable temperatures and weather conditions; cramped work spaces; heights, such as on ladders, scaffolding and roofs; strong and unpleasant odors and fumes; noise; exposure to allergens such as poison oak, pollen, and bee stings; the possibility of exposure to infections which might cause chronic disease or death; and the possibility of exposure to toxic substances or chemical irritants.
