Definition

Under general direction incumbents plan, develop, organize, analyze, direct and evaluate a variety of programs in the Parks Open Space and Cultural Services Department (POSCS); assess community needs for recreation programs, facility requirements, art and cultural programs, and special events; develop program budgets; obtain grants, administer contracts, and develop revenue sources to fund the various programs; and do other work as required.

Distinguishing Characteristics

Positions in this class manage a variety of POSCS programs through the subordinate level classification, Recreation Coordinator. Recreation Coordinators implement and coordinate the daily activities of the programs developed by the Recreation Supervisor. The Recreation Coordinator may assist in the development and supervision of the programs.

Recreation Supervisor differs from the higher position of Recreation Program Manager in that the latter has overall responsibility for the development, implementation, and coordination a variety of recreation, art and cultural, or operational and administrative programs in the Facilities Management or Public Services divisions of POSCS.

Typical Tasks

Positions in this class are assigned to a variety of program areas. Tasks may include, but are not limited to the following:

ALL POSITIONS: Independently develop, organize, schedule, direct, and assess the programs to which the incumbent is assigned; assess community needs; develop funding sources to implement the programs, including grant development, fund raising, fee schedules, and community outreach; develop and monitor the budgets; develop, evaluate, and administer contracts; plan staffing levels for programs; select, evaluate, and train staff including volunteer and seasonal workers; develop operational standards, policies, and procedures pertaining to assigned programs; plan and prepare marketing and promotional materials; monitor and supervise the purchase of supplies and furnishings; provide staff support, liaison and advice to commissions, committees and community organizations; assess safety and risk potential, and plan programs and events to reduce County liability; prepare reports, and correspondence; and attend meetings and conferences.

FACILITIES: Implement the policies and manage the use of County park facilities including buildings, athletic facilities, rental units, unimproved land designated for future development, and designated parking facilities; monitor facility leases and rentals; negotiate and monitor concession operations; manage the computerized reservation system; and may develop and implement interpretative programs including supervision and coordination of the volunteer docent program.

RECREATION: Manage any combination of recreation programs, such as, youth recreation, aquatics, softball, senior activities, teen activities, promotion and publicity, and special events.

CULTURAL SERVICES: Coordinate public art projects; coordinate workshops in cooperation with local artists, educational organizations and community groups; maintain the inventory and coordinate the display of county owned art work; and assist in the exchange of exhibits.

Training and Experience:

Any combination of training and experience which would provide the required knowledge and abilities is qualifying. A typical way to obtain theses knowledge and abilities would be:

Equivalent to graduation from a four year college program with core course work in recreation, business administration, public administration, recreational therapy, occupational therapy, adaptive physical education, fine arts, or a discipline related to the program assignment and one year of related experience which would demonstrate the possession of the knowledge and abilities.

OR

Completion of a two year college program with course work in recreation, business, public administration recreational therapy, occupational therapy, adaptive physical education, fine arts, or a related field and two years of experience planning and coordinating recreation programs, art and cultural programs, special events, or facilities management.

Note: Selective recruitment or certification to positions may be based on the working knowledge and abilities required for the program assignments e.g. facilities management, recreation, or cultural services.

SPECIAL REQUIREMENTS

Possession of a valid California Class C Drivers License, or the ability to provide suitable transportation which is approved by the appointing authority.
