Definition

Under general direction, plans, organizes and directs the Special Services Division, the Transportation Division, the Parks and General Capital Projects/Development Division, and/or the Administrative Services Division of the Department of Public Works; acts as the Director in the absence of the Director of Public Works; and does other work as required. 

Distinguishing Characteristics

Assistant Director of Public Works is the fully functional assistant department head level and is responsible for operations, management, and supervision of several sections of the department. 

Positions in this class manage one or more of the three operating divisions of the Department of Public Works: 

Special Services Division: This division is responsible for the planning, design, maintenance and operations of the County’s sanitation facilities, drainage, flood control, and landfill projects. The division is also responsible for the construction, supervision, and inspection of all contracted Public Works projects and subdivision inspection services. This division is divided into eight organizational units: Sanitation Engineering, Water and Wastewater Operations, Storm water Management, Zone 7 Flood Control/Water Resources Engineering, Drainage Maintenance, Solid Waste Engineering, Refuse Disposal Operations, and Construction Engineering.

Transportation Division: This division is responsible for the planning, design, and maintenance of the County’s roadway system, as well as Redevelopment, special districts, signalization and bikeway projects. The division is also responsible for transportation planning, traffic engineering, bridges, implementation of the County’s Pavement Management Program (PMP), the maintenance and operation of the County’s 600-mile roadway network, encroachments, utility coordination, and the County’s surveyor, mapping services and development plan review. This division is divided into six organizational units: Transportation and Road Planning Engineering, Road Design Engineering, Pavement Management/Road Operations Engineering, Redevelopment Engineering, Road Maintenance, and Surveyor and Development Review Engineering.

Administrative Services Division: This division is responsible for administration and operations of all department-wide functions and includes the following four organizational units: Fiscal, Management Information Systems (MIS), Program Administration, and Personnel.

Typical Tasks

Special Services and Transportation Divisions: Plans, organizes, directs and coordinates, through subordinate managers, the work of professional engineering, paraprofessional engineering, and related staff engaged in designing roads, sanitation, drainage, flood control, bikeway and other public works facilities, and inspecting and monitoring contractor compliance in construction of public work facilities; directs and/or participates in the preparation of the operating budget for the Division, and other public works projects budgets; supervises, trains and evaluates the work of subordinate managers; meets and confers with the Corps of Engineers, State Department of Transportation, State Office of Emergency Services, Federal Highway Administration, Federal Emergency Management Administration and related agencies; represents the Director of Public Works at Board, Commission and Committee meetings; negotiates and administers contracts with consultants and contractors; approves the dispersal of funds; analyzes and solves difficult engineering problems; represents the Department of Public Works before community groups and other interested individuals; analyzes division operations, procedures and policies, formulates improvements and implements changes; prepares and/or reviews reports and correspondence; attends meetings and conferences; may act for the Director of Public Works in the absence of the Director. 


Administrative Services Division: Plans, organizes, directs and coordinates through subordinate managers the work of professionals, paraprofessionals and operations staff performing administrative and support functions including service area administration, MIS, decentralized personnel, and fiscal; directs and/or participates in the preparation of the budget for the department; approves the dispersal of funds; represents the Director of Public Works at Board, Commission and Committee meetings; represents the department to various local, State and Federal agencies such as the State Office of Emergency Services, community and other interested groups and individuals; negotiates and administers contracts with consultants and contractors; analyzes and solves difficult problems; supervises, trains and evaluates the work of subordinate managers; analyzes division operations, procedures and policies, formulates improvements and implements changes; prepares and/or reviews reports and correspondence; attends meetings and conferences; may act for the Director of Public Works in the absence of the Director

  •  Engineering principles and practices as applies to the field of Public Agency public works, including planning, development, construction, maintenance and cost engineering. 
  • Federal, State and local laws, rules and regulations relating to construction and maintenance of public works facilities. 

 

Working knowledge of:

 

  • Principles of public administration including organization, budgeting, general management, staff development and supervision.

Administrative Services Division:

Thorough knowledge of:

  • Principles of public administration including organization, budgeting, accounting, general management, staff development and supervision.
  • Thorough knowledge of Federal, State and local laws, rules and regulations relating to financing of construction and maintenance of public works facilities.

  • Supervise, train and evaluate the work of subordinate managers.

  • Evaluate divisional policy and program practices, define problem areas, develop and direct implementation of policy decisions and practices to improve divisional operations. 
  • Coordinate divisional activities with other divisions, departments and agencies. 
  • Serve as a technical expert/advisor to staff and the public in the area of responsibility.

  • Plan, organize and direct the engineering, surveying and construction of roads and other public works facilities, or the operation and maintenance of public works facilities.
  • Understand and interpret to others the aims, concepts, principles and practices of public works engineering, and the operations and maintenance of public works facilities. 
  • Review and authorize engineering plans and drawings for technical issues, including final sign off.

TRAINING AND EXPERIENCE: Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying. A typical way to obtain these knowledge and abilities would be: 

Special Services and Transportation Divisions:
Equivalent to graduation from college with a major in Civil Engineering and six years of civil engineering experience in design, construction or maintenance of public works facilities, which has included three years of experience as a registered civil engineer, and two years of supervisory or management experience.

Equivalent to graduation from college with a major in Business Administration or Public Administration and six years of administrative experience in a government agency, which has included budget and fiscal analysis and supervisory and management experience.

SPECIAL REQUIREMENTS

 

Possession of a valid California Class C driver license from the start of employment or the employee must be able to provide suitable transportation, which is approved by the appointing authority. Mentally and physically capable of performing the classifications essential functions as summarized in the Typical Tasks Section of this specification.Special Services and Transportation Divisions: Possession of a valid Certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.  Other Special Requirements:  Availability to work a flexible schedule including evenings and weekends, and on an emergency, as needed basis.
