Definition

Under direction, to perform professional traffic engineering studies and investigations; to review and analyze the traffic components of development proposals; to design traffic plans and projects; to do other work as required.

Distinguishing Characteristics

The Traffic Engineer class differs from the related class of Associate Civil Engineer which is a professional civil engineering class in which employees are expected to perform a wide variety of field or office assignments while the Traffic Engineer class is restricted to traffic engineering studies and investigations and related traffic and transportation issues. This class requires extensive public contact and requires cooperation with local and State government representatives and community groups.

Typical Tasks

Conducts traffic engineering and/or transportation planning studies and investigations; reviews and analyzes the traffic component of development proposals including the traffic section of Environmental Impact Reports and/or traffic studies; analyzes, interprets and makes recommendations from traffic data obtained from studies or investigations of safety situations or traffic surveys, traffic volume, speed and pedestrian checks, etc.; meets and cooperates with representatives of other County departments and various governmental agencies on transportation planning issues and projects; speaks before groups on traffic engineering matters and problems; prepares traffic engineering study reports and maintains records; may supervise subordinate personnel; provides technical traffic and transportation information to staff and the public; prepares studies, work plans, improvement programs and other traffic and transportation studies and reports; appears before Boards, Commissions, and committees and provides staff support as assigned; prepares correspondence and reports; inputs, accesses and analyzes data using a computer including transportation modeling; attends meetings and conferences.

Employment Standards

Knowledge:

  • Thorough knowledge of the principles and practices of traffic engineering;
  • Thorough knowledge of traffic flow and safety features of highway design;
  • Thorough knowledge of the laws, regulations, reference guides and codes pertinent to traffic engineering;
  • Thorough knowledge of procedures to determine highway capacities, levels of service and traffic projections;
  • Working knowledge of the methods and procedures used to conduct scientific and engineering studies;
  • Some knowledge of the application of data processing to traffic and transportation studies.

Abilities:

  • Evaluate transportation policies and practices, define problems then develop and recommend solutions;
  • Prepare and present studies, reports, requests for proposals, grant applications and contracts;
  • Interpret, explain and apply complex regulations, laws and policies;
  • Gather and analyze data;
  • Speak effectively before groups;
  • Prepare cost estimates and analyze engineered projects prepared by consultants;
  • Establish and maintain an effective working relationship with others;
  • Input, access and analyze data using a computer.

Training and Experience:

Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying. A typical way to obtain these knowledge and abilities would be:

Three years of transportation and/or traffic engineering or planning experience.

SPECIAL REQUIREMENTS

Possession of a valid California class C driver license.

Possession of a valid certificate of registration as a Traffic Engineer issued by the California State Board of Registration for Professional Engineers.
