Senior Engineering Associate (#EC8 )

Definition

Under direction, to perform the more difficult and complex office and field engineering tasks related to design, traffic engineering, construction plan review, contract administration and inspection of County construction projects, landfill facility improvements, and related facilities; and to do other work as required.

Distinguishing Characteristics

Positions in this class direct the activities of sub-professional engineering personnel engaged in a wide variety of engineering projects. Some positions may serve as traffic engineer or resident engineer on large, complex construction projects, overseeing subordinate inspectors and/or clerical staff. Incumbents perform the most difficult and responsible assignments on a continuing basis with minimal direction. Occasionally incumbents will be required to act in the absence of a division head. This class is distinguished from that of Engineering Associate in that incumbents are responsible for performance of the most difficult and responsible technical engineering work. While these duties are performed under the direction of a management level licensed engineer, considerable latitude for use of initiative and independent judgment is exercised by incumbents in these positions.

Typical Tasks

  • Prepares and reviews engineering designs, specifications, and calculations for Public Works projects; prepares RFPs for project design, including roads, off-site improvements, drainage, water and sewer systems, pumping stations, landfill sites, traffic signals, and other infrastructure projects;
  • Determines project routes, alignments, profiles, capacities, and grades;
  • Calculates material quantities and prepares construction cost estimates;
  • Coordinates with Federal, State, and local agencies to obtain grants, permits, and project approvals, including environmental review;
  • Conducts field studies for right-of-way and easement acquisition;
  • Oversees inspection of complex construction work to ensure conformity with plans and specifications;
  • Performs complex traffic analysis, intersection design, and traffic studies;
  • Oversees preparation of change orders and notices of completion;
  • Serves as liaison to other departments, agencies, and stakeholders involved in Public Works matters;
  • Confers with members of the Board of Supervisors and their staff on sensitive matters;
  • Reviews engineered projects and improvement plans for compliance with engineering standards, development permit conditions, State and local regulations, and County design criteria;
  • Conducts site field checks and coordinates project improvements with stakeholders;
  • Reviews structural calculations and cost estimates;
  • Oversees building permit review processes and sanitation-related discharge standards, as applicable;
  • Investigates and resolves public complaints related to Public Works projects;
  • Prepares reports for litigation and may serve as an expert witness;
  • Participates in pre-design and pre-construction conferences with engineers, consultants, contractors, and other agencies;
  • Prepares reports, correspondence, recommendations, County fees, and ordinances;
  • Uses a computer terminal to access and analyze data;
  • Oversees updates to the Pavement Management System and coordinates with operations staff;
  • Supervises subordinate staff as assigned.

Employment Standards

EMPLOYMENT STANDARDS

Knowledge

  • Thorough knowledge of engineering mathematics, science and hydraulics;
  • Thorough knowledge of the nomenclature, symbols, methods, practices, techniques, instruments and equipment used in drafting, construction, inspection, hydraulics, sanitary engineering and surveying;
  • Thorough knowledge of the physical properties and uses of chemicals and materials used in construction and public works related projects including appropriate hazardous materials handling and principles of safety and waste discharge standards;
  • Thorough knowledge of the principles and techniques used in the design of roads, traffic planning, drainage, water and sewer systems, pumping stations and related public works facilities;
  • Thorough knowledge of contract administration;
  • Some knowledge of the application of data processing to engineering studies and design;
  • Some knowledge of the principles and practices of supervision and training;

Ability to

  • Interpret or prepare blueprints, maps, change orders, construction plans and specifications including cost estimates, bid documents, RFP's and complex technical engineering reports;
  • Design and evaluate engineering plans for roads, drainage, water and sewer systems and other public works projects;
  • Inspect large and complex construction projects and enforce compliance with plans, specifications, change orders and laws;
  • Review, evaluate, recommend and approve solutions to unusual field conditions not specified in plans or specifications;
  • Administer large and complex construction contracts including measure and calculate quantities to determine progress payments;
  • Prepare written reports, correspondence, recommended changes in local fees or ordinances, assist in budget preparations and make oral presentations;
  • Establish and maintain effective working relationships with those contacted in the course of work;
  • Input, access and analyze data using a computer terminal.

Training and Experience

Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying. A typical way to obtain these knowledge and abilities would be:

Five years technical engineering experience at the Engineering Associate level performing traffic engineering, construction inspection, design, contract administration or related engineering work.

SPECIAL REQUIREMENTS
