Definition

Under general supervision, independently process and audit a variety of complex personnel documents, maintain detailed control records, provide support to technical and professional staff in a wide variety of Personnel activities, provide information on various personnel procedures and regulations, and perform other duties as required.

Distinguishing Characteristics

This class has responsibility for independently performing a variety of complex and difficult personnel related clerical tasks and auditing a variety of complex Personnel records. Successful performance of these tasks requires good judgment, attention to detail and confidentiality. This class is distinguished from the higher class of Personnel Technician which performs technical and para-professional personnel tasks. This class is distinguished from the lower class of Typist Clerk III which is more general in nature and does not require specific knowledge of the personnel field.

Typical Tasks

Independently process and audit the most complicated types of personnel actions such as step placements, reinstatements, provisional appointments, overfills, alternate hiring, reemployment and certification; maintain a variety of detailed departmental or County wide control records; complete personnel action forms and inputs into automated record keeping system; resolve conflicts in computer listings or other sources of employee or applicant information; reconstruct information using a number of sources in order to correct or resolve problems; adjust service hours for probation and step increases; respond to a variety of inquiries from employees, departmental representatives, outside agencies and applicants regarding personnel policies, rules and procedures; conduct new employee orientations including fingerprinting and explanation of benefits and representation unit provisions; determine initial and ongoing eligibility for a variety of employee benefits programs; operate computer word processing and other software programs to prepare class specifications, reports, position allocation files and correspondence; compose routine memos regarding various personnel matters; may collect and review time cards for proper coding and mathematical accuracy and compute gross pay adjustments; act as technical support to the examination analyst or technician reviewing certain applications for requirements; operate computer and other office equipment to prepare ineligible and admission notices, score examinations, send notices of exam results, and prepare summary file reports, job bulletins, exam materials, memos and drafts as required; maintain control of central or decentralized agency certified eligibility lists; may perform lead duties; may administer performance exams which may be physically located where there are special working conditions; administer written examinations; place and control recruitment advertising; monitor and verify decentralized recruitment and exam functions including personnel action forms.

  • Establish and maintain effective working relationships with employees, applicants and others contacted through work.
  • Solve a variety of problems.
  • Audit and process a variety of personnel related paperwork such as payroll action forms, insurance forms, and applications.
  • Prepare for and make oral presentations before groups.
  • Compose basic correspondence.
  • Use a computer or terminal to assemble, input, prepare, and print a variety of data, documents and reports.
  • Operate standard office equipment.
  • Type at a moderate rate of speed (may be required for some positions).
  • Lift items weighing up to 55 pounds, such as a box of application forms, is required for some positions.
  • Perform tasks requiring strength, such as pulling 80 pounds of supplies on a cart to an exam site, is required for some positions.
  • Move across broken, uneven, unpaved, or hilly terrain.

Education and Experience:

Any combination of education and experience which would provide the required knowledge and abilities is qualifying unless otherwise specified. A typical way to obtain the knowledge and abilities would be:

Two years of increasingly responsible clerical experience performing a wide range of complex clerical activities including using computerized record keeping systems and significant public contact.

License Requirement:
 

Possession of a valid California class C driver license or the ability to provide suitable transportation which is approved by the appointing authority.

Special Working Conditions:

Some positions may include the possibility of occasional exposure to: variable temperatures and weather conditions; high levels of noise; strong, unpleasant odors; and, the possibility of experiencing burns, bodily injury, contact with toxic substances or chemical irritants.

Other Special Requirements: 

Availability to work a flexible schedule, including evenings, weekends, and on an emergency, as needed basis is required for some positions.
