Definition

Under direction, to perform difficult and responsible clerical and clerical accounting tasks connected with auditing and processing complex payroll and personnel documents; to maintain payroll records; to provide information to other employees on payroll procedures and regulations; and to do other work as required.

Distinguishing Characteristics

Positions in this class are located in the Auditor's Office and have as their primary functions the responsibility for auditing all departmental payroll and personnel transactions and processing these documents for the purpose of generating the County payroll, and for maintaining complex payroll records required by the federal and state government.

Typical Tasks

Reviews completed time cards for mathematical accuracy, proper job codes, eligibility for a variety of compensation and leave provisions, and proper authorization for overtime; makes appropriate entries on time cards; contacts employees and supervisors regarding discrepancies on time cards and makes corrections as authorized; computes gross pay adjustments as needed; reviews computer reports generated by time cards for discrepancies and omissions, researches errors and prepares and keys input to make corrections; audits paychecks on terminating employees for proper payoff of vacation and sick leave; answers questions from employees on payroll matters and researches problems such as underpayment or overpayment, inaccurate accrual balances, and improper deductions; contacts employees and supervisors to obtain written documentation for changes to time cards; prepares statistical reports and job cost summaries; keys time cards and input for transactions in payroll/personnel system; operates personal computer to generate reports and listings; reviews master computer reports generated by the input of time cards for all County employees; checks for rejected items and other discrepancies; reviews reports accompanying paychecks for errors involving pay, computes net pay, and types new paycheck; prepares and keys input to reverse incorrect check and enter corrected data into employee's master payroll record; post taxes and wages for County special districts; answers a wide variety of questions from departmental payroll clerks and others on labor distributions, retirement data, separated employees, pay increases, automatic bank deposits, vacation and sick leave balances, termination payoffs, County service hours, adding or deleting voluntary deductions and other payroll-related matters; processes special district and other non-county payrolls; reviews all County personnel action forms for accuracy; maintains control on such things as leaves of absences and provisional appointments, verify County wide position control, prepares departmental personnel action forms for new hires or change in status; provides vacation or other temporary relief for other classes as required.

Employment Standards

Knowledges:

  • Working knowledge of office record-keeping practices and procedures;
  • Some knowledge of computerized record-keeping systems.
  • Some knowledge of payroll preparation.

Ability to:

  • Input data using 10 key proficiently;
  • Perform complex clerical work involving application of mathematical skills and attention to detail and requiring accuracy and speed;
  • Learn and apply a wide variety of payroll policies, procedures and regulations;
  • Interpret and explain payroll matters to other employees;
  • Effectively accomplish assignments under pressure of constant deadlines;
  • Analyze and solve problems related to input of data into a computerized record-keeping system;
  • Identify and correct errors in mathematical computations and improper entries on a variety of documents;
  • Maintain complex records;
  • Prepare statistical reports and summaries;
  • Establish and maintain effective working relationships with those contacted in the course of work;
  • Operate standard office equipment;
  • Write neatly and legibly;
  • Learn to operate a personal computer and a CRT terminal to input and print a variety of data and reports.

Training and Experience:

Any combination of training and experience which would provide the required knowledges and abilities is qualifying. A typical way to obtain these knowledges and abilities would be:

  • Two year of responsible clerical record-keeping experience.
