Definition
Under direction, to perform difficult and responsible clerical and clerical accounting tasks connected with auditing and processing complex payroll and personnel documents; to maintain payroll records; to provide information to other employees on payroll procedures and regulations; and to do other work as required.
Distinguishing Characteristics
Positions in this class are located in the Auditor's Office and have as their primary functions the responsibility for auditing all departmental payroll and personnel transactions and processing these documents for the purpose of generating the County payroll, and for maintaining complex payroll records required by the federal and state government.
Typical Tasks
- Reviews completed time cards for mathematical accuracy, proper job codes, eligibility for various compensation and leave provisions, and proper authorization for overtime;
- Makes appropriate entries and corrections on time cards;
- Contacts employees and supervisors regarding discrepancies and makes authorized corrections;
- Computes gross pay adjustments as needed;
- Reviews computer-generated time card reports for discrepancies and omissions, researches errors, and prepares and keys corrections;
- Audits final paychecks for terminating employees to ensure proper payout of vacation and sick leave;
- Responds to employee inquiries regarding payroll matters and researches issues such as underpayments, overpayments, inaccurate accrual balances, and improper deductions;
- Obtains written documentation from employees and supervisors to support time card changes;
- Prepares statistical reports and job cost summaries;
- Keys time cards and payroll/personnel system transactions;
- Operates a personal computer to generate reports and listings;
- Reviews master payroll reports for all County employees and verifies accuracy;
- Identifies rejected items and discrepancies and takes corrective action;
- Reviews paycheck-related reports for errors, computes net pay, and prepares replacement checks as needed;
- Prepares and keys input to reverse incorrect checks and correct employee payroll records;
- Posts taxes and wages for County special districts;
- Responds to inquiries from departmental payroll clerks and others regarding labor distribution, retirement data, separations, pay increases, direct deposits, leave balances, termination payoffs, service hours, and deductions;
- Processes payroll for special districts and other non-County entities;
- Reviews County personnel action forms for accuracy;
- Monitors leaves of absence and provisional appointments and verifies County-wide position control;
- Prepares departmental personnel action forms for new hires and status changes;
- May provide vacation or temporary relief for other classes as required.
Employment Standards
Knowledges:
- Working knowledge of office record-keeping practices and procedures;
- Some knowledge of computerized record-keeping systems.
- Some knowledge of payroll preparation.
Ability to:
- Input data using 10 key proficiently;
- Perform complex clerical work involving application of mathematical skills and attention to detail and requiring accuracy and speed;
- Learn and apply a wide variety of payroll policies, procedures and regulations;
- Interpret and explain payroll matters to other employees;
- Effectively accomplish assignments under pressure of constant deadlines;
- Analyze and solve problems related to input of data into a computerized record-keeping system;
- Identify and correct errors in mathematical computations and improper entries on a variety of documents;
- Maintain complex records;
- Prepare statistical reports and summaries;
- Establish and maintain effective working relationships with those contacted in the course of work;
- Operate standard office equipment;
- Write neatly and legibly;
- Learn to operate a personal computer and a CRT terminal to input and print a variety of data and reports.
Training and Experience:
Any combination of training and experience which would provide the required knowledges and abilities is qualifying. A typical way to obtain these knowledges and abilities would be:
- Two year of responsible clerical record-keeping experience.
