Under general direction, supervises and directs the Business Analytics unit of the Human Services Department which is responsible for designing and developing data reports, infrastructure and tools and analyzing information to improve and optimize business decisions and performance across the department; and performs related duties as required.
This single-position class is responsible for supervising and directing subordinate staff in the Human Services Business Analytics unit to acquire data and transform it into meaningful and useful business analysis. This class is distinguished from the higher-level Division Director — Human Services Department, in that the latter is responsible for developing, administering and evaluating a service program area within the Human Services Department. Technical supervision and programming responsibilities in this unit will be performed by Information Technology personnel.
Hire, supervise, train and evaluate subordinate staff and assign responsibilities for attaining departmental goals and objectives related to business intelligence; work closely with senior management to understand data and its relationship to business models, processes and controls as well to develop data analysis plans; present insights and recommendations to management to support data-driven decision-making and strategic planning; oversee the design and implementation of evaluation and research platforms to inform policy, programs and budget; oversee business systems projects and ensure timelines and finances are within parameters; oversee the development and implementation of data reporting and assist as needed; guide a team to develop, maintain and improve data reporting tools used for performance monitoring, statistical analysis, quality assurance, quantitative assessment, exploratory data mining and tracking/reporting; apply business logic to design and implement data mining techniques on large data sets as well as communicate findings; advise on complex data collection systems in relationship to data reporting; determine the best methods for integrating data from several different sources and formats; oversee the analyses of client, population, and business system data and ensure confidential data and information is protected according to State and local guidelines; summarize complex data in presentations and written reports in a manner that is easily understood by the public; troubleshoot data-related problems and authorize maintenance or modifications; establish rules and procedures for data sharing with upper management, external stakeholders, etc.; represent the Department effectively in meetings with groups and individuals, including making effective oral presentations; create and enforce procedures for effective data management; develop and monitor performance and quality control plans to define new process improvement opportunities; formulate techniques for quality data collection to ensure adequacy, accuracy and legitimacy of data; ensure data accuracy and consistent reporting by designing and creating optimal processes and procedures for subordinate staff to follow; operate a variety of standard office equipment including word processor and/or computer; create and monitor plans, policies and procedures for effective data management and coordinate and monitor division budget.

EDUCATION AND EXPERIENCE
Any combination of education and experience which would provide the required knowledge and abilities is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:
Equivalent to a Bachelor's Degree from an accredited college or university in Computer Science, Statistics, Data Management or closely related field. AND The equivalent of four years of full-time progressively responsible professional experience monitoring, manipulating and drawing insight from data. At least two years of this experience should be in a supervisory capacity.
Master's Degree may be substituted for one year of non-supervisory experience.
