Definition

Under direction, plans, organizes, develops, implements, and coordinates: strategic initiatives to provide resources for developing Animal Shelter services, marketing/public relations/community/volunteer outreach activities and programs for the department; develops marketing and public relations plans and oversees the implementation of activities associated with these functions; and performs other work as required.

Distinguishing Characteristics

This class is responsible for coordination, operation and delivery of Animal Shelter community outreach, volunteer, and public/media relations programs. This job class serves as a resource to other managers and staff within the Animal Shelter in a designated area of expertise and coordinates and/or initiates community outreach/public relations programs across operational and/or programmatic units. The employee in this classification represents the Animal Shelter and its programs in a variety of community and media forums. The incumbent has professional and management responsibility for the cultivation, development, and monitoring of resources for development and improvement projects.

Typical Tasks

  • Plans, directs and oversees the operation of community affairs/education, related public relations/information functions, volunteer program, public information and community outreach programs, and projects in support of marketing the department’s service and programs.
  • Analyzes market data, creates and updates the marketing plan.
  • Evaluates and directs marketing plan and marketing plan expenditures;
  • Recommends and implements policies and procedures for volunteer, community affairs and related public relations/information programs; works with managers to identify needs and opportunities for utilization of volunteers, and ensures that programs address department needs.
  • Designs, develops and implements training and orientation classes in a variety of areas including program procedures, applicable laws and departmental policies, techniques for dealing effectively with the public, use of educational and interpretive materials, and other areas specific to department and program mission and goals.
  • Establishes and maintains contacts and relationships with schools, community and corporate groups, county departments, community leaders, and representatives of outside agencies and the media; develops and organizes community and media events, public service announcements, press releases, social media, and other publications to promote and publicize department functions and programs.
  • Organizes and implements service learning programs, educational workshops, events and presentations to local groups, schools and civic organizations; conducts tours for visiting professionals, the media and members of the public.
  • Explores and cultivates resources, including researching and pursuing new grant/fundraising sources and public/private cooperative opportunities; develops and writes grants for public education/information and community outreach programs; researches, develops, and implements fundraising programs and strategies; prepares, negotiates and/or administers grants and contracts.
  • Establishes, strengthens and maintains cooperative relationships with leaders in volunteer, community and government groups and agencies in order to increase investment and engagement toward achieving development goals.
  • Coordinates events that enhance public understanding and support of the Department’s development goals; serves as the staff representative to commissions, committees and task forces; coordinates development activities with other County departments, other public agencies and community groups; plans and facilitates community workshops and community meetings.
  • Conducts public needs assessments; assesses long and short range costs and fiscal resources;
  • Prepares correspondence and detailed written, oral and graphic reports; inputs, accesses and analyzes data

  • Prepare and monitor project budgets and assist in preparation of division budget Supervise, train and evaluate subordinate staff.

Education and Experience:

Any combination of education and experience that would provide the required knowledge and abilities is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:

Three years of progressively responsible experience coordinating and/or managing public relations, community outreach, program development and/or program management functions in public or private organizations; AND college coursework equivalent to two years of undergraduate level studies in Public Relations, Marketing, Journalism, English, Communications, Speech or a closely related field.

Additional experience coordinating and/or directing marketing/public relations/community/volunteer outreach services may be substituted for the required coursework on a year-for-year basis.

Desired Qualification:

Possession of a Bachelor’s Degree from an accredited college or university in Public Relations, Marketing, Journalism, English, Communications, Speech or a closely related field.

SPECIAL REQUIREMENTS, CONDITIONS: License/Certificate: Possession of a valid California class C driver license or the ability to provide suitable transportation that is approved by the appointing authority.
