To plan, organize, direct, supervise, and manage the activities of a large clerical and technical staff performing support services to the Jail Divisions 7-day, 24-hour operation; within the Sheriff's Office; to interpret and apply federal, state and local mandates pertaining to inmate custody and release information; to assist in preparing, implementing and maintaining the budget for the Corrections Clerical unit; and to perform a variety of technical tasks relative to assigned area of responsibility.


The Program Manager level recognizes positions that provide full second-line, direct supervision to employees within a work section and/or assumes substantive and significant programmatic responsibility in a defined area or specialty.


Receives general direction from higher level management staff.

Exercises direct supervision over assigned supervisory, technical and clerical personnel.


Duties may include, but are not limited to, the following:
  • Recommend and assist in the implementation of Division goals and objectives; establish schedules and methods for staff involved in providing supervisory, technical and clerical support for jail operations; develop and implement policies and procedures.
  • Plan, prioritize, assign, supervise and review the work of staff involved in processing a variety of warrants including criminal, traffic, juvenile and out-of-county staff, and staff performing accounting and payroll functions for the jail; obtain information from prisoners during the booking process; prepare booking record and maintain overall jail records.
  • Responsible for compliance with local, state and federal laws and regulations pertaining to inmate information and the Countywide warrant repository, including the arrest and warrant modules of the Corrections Management System (CMS).
  • Participate in budget preparation and administration; prepare cost estimates for division’s budget; submit budget justifications for assigned areas of the jail; monitor and control expenditures; manage accounting and audit functions in the jail.
  • Select staff; provide and coordinate staff training; conduct performance evaluations; conduct disciplinary investigations when needed, recommend discipline and implement discipline procedures. 
  • Act as liaison with boards, other County law enforcement agencies, the State and the Department of Justice; assist assigned staff in daily operation of the program as needed.
  • Act as liaison with Court Judges regarding court orders, bail schedules and bail enhancements.
  • Act as custodian of all jail records to ensure appropriate release of information per legal requirements; oversee record management needs of the Division; ensure proper organization and documentation of jail operations as needed; direct and oversee the processing, maintenance, archiving and purging of booking, bail and other criminal justice records.
  • Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform related duties as assigned.


It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Five years of increasingly responsible administrative, technical, or operational experience working with highly confidential documents that included interpreting laws, codes, and  regulations in order to determine compliance,   including at least two years of supervisory responsibility.  Experience working in a law enforcement/public safety setting is desired but not required.

Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in public or business administration, organizational development, criminal justice, public safety, or a related field.      

NOTE: Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department.

NOTE: Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.

Required License or Certificate:
May need to possess a valid driver’s license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.


Knowledge of:

  • Principles of supervision, training and performance evaluations.
  • Principles and practices of modern office methods, procedures and management.
  • Equipment, tools and materials used in office support environments.
  • Principles and practices of leadership, motivation, team building and conflict resolution.
  • Basic accounting and auditing processes and practices.
  • Computer hardware and software including word processing, spreadsheets and database packages. 
  • Computer systems and their application to law enforcement records and record management.
  • Procedures and regulations applicable to the Sheriff’s Office including court commitments, warrant extraditions and bail.
  • Principles of budget preparation, implementation and monitoring.
  • Principles and practices of work safety.
  • Pertinent local, State and Federal laws, ordinances and rules pertaining to the Sheriff’s Office.
  • County, State and Federal laws regulating and affecting payroll and personnel.
  • English usage, spelling, grammar and punctuation.

Ability to:

  • Organize, implement and direct jail support operations and activities.
  • On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
  • Analyze, monitor and project budget costs for the Division. 
  • Arithmetic calculations related to statistical record keeping.
  • Manage, supervise, train and evaluate assigned staff.
  • Conduct disciplinary investigations.
  • Interpret and explain pertinent County and Division policies and procedures.
  • Develop and recommend policies and procedures related to assigned operations.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • On a continuous basis, sit at a desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and write or use a keyboard to communicate through written means; and lift light weight.


Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.


Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.


The eligible list resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey level) and/or a similar classification (similar work performed, similar training and experience qualifications required).
