The Department of Health and Human Services – Public Health
is currently hiring for a part-time, extra help* WIC (Women, Infants, Children)
Breastfeeding Peer Counselor. The WIC Breastfeeding Peer Counselor provides
basic breastfeeding information and support to pregnant and breastfeeding
mothers on the WIC program.
Under the supervision of the Nutritionist or Lactation
Consultant, this position will counsel pregnant and breastfeeding mothers to
help avoid common breastfeeding problems, provide support around breastfeeding
and returning to work or school, and facilitate breastfeeding
groups. The ideal candidate will be enthusiastic about breastfeeding and have a
desire to share that enthusiasm.
Incumbents hired from this recruitment are not
eligible to be transitioned into a permanent full-time or part-time position.
*Temporary/Extra-help assignments are limited to 28 hours
per week with a cap of 999 hours or 960 hours for CalPERS retired annuitants in
a fiscal year and are not eligible for benefits.
Employees who are designated to use a second language in the
normal course and scope of work will receive five percent (5%) bilingual pay.

To determine eligibility for, or continuation of, designated and specialized client services programs and their respective benefits; to provide administrative and technical support for designated program operations and the provision of services; to track and monitor the continuing quality of services provided and client needs to ensure compliance with program guidelines and regulations; and to function as an integral and supportive member of assigned departmental and multi-disciplinary team(s).
This is the full journey level class within the Eligibility Specialist series. This class is distinguished from the Eligibility Specialist I by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the entry level. This class is distinguished from the Eligibility Specialist - Senior in that the latter performs the more difficult and/or confidential program support and assistance and exercises technical and functional supervision over assigned eligibility staff.
Receives general supervision from supervisor or management staff and may receive technical and functional supervision from an Eligibility Specialist - Senior.

Experience:
One (1) year of responsible experience performing duties similar to an Eligibility Specialist I with Placer County.
Training:
Equivalent to the completion of the twelfth grade. Completion of the equivalent of thirty (30) semester units in social services, sociology, social work, psychology, behavioral science, business or public administration, or a related field from an accredited college or university is highly desirable.

Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.
Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.
The eligible list resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey level) and/or a similar classification (similar work performed, similar training and experience qualifications required).
